Job description

EFFECTIVE DATE: April 2026

FLSA: Salaried, Non-exempt  

JOB TITLE: Transit Grants Coordinator  

DEPARTMENT: Grants and Procurement 

REPORTS TO: Director of Grants and Procurement 

JOB FUNCTION: The purpose of this position is to provide professional support and ongoing management assistance of the Federal Transit Administration (FTA), Tennessee Department of Transportation (TDOT), City of Memphis grants and any other grants. 
 

ESSENTIAL DUTIES AND RESPONSIBLILITIES: 

  1. Assists the Director of Grants and Procurement in administering the Federal Transit Administration (FTA), Tennessee Department of Transportation (TDOT), City of Memphis and other agenciesโ€™ program grants including formula and discretionary grants for transit capital, operating and planning projects. This also includes management of all details of pre- and post-award grants. 
  2. Obtains required information internally and externally to draft documents for grant applications and grant-related reports.
  3. Utilizes FTA, TDOT, City of Memphis and other agenciesโ€™ system software to apply for and track grants and other reporting requirements (i.e. ridership, revenue hours and miles, preventive maintenance and ADA Paratransit Service expenditures, etc.). 
  4. Ensures compliance with Federal, State and Local requirements regarding allowable expenses and other regulatory requirements depending on grant source. 
  5. Coordinates and works with the Memphis Metropolitan Planning Organization to ensure that grant projects and their funding are appropriately identified in the Metropolitan and State Transportation Improvement Programs. 
  6. Reviews existing policies to ensure compliance with FTA, TDOT, City of Memphis and other agencies. 
  7. Reconciles and conducts financial analysis of Federal, State and Local grants awarded to MATA; may perform associated accounting and financial work associated with the grant programs. 
  8. Ensures that appropriate documentation and accurate records exist to support grant management. 
  9. Provides justification and summaries on the use of grant funds as required; assists with milestone and financial reports for each grant as required. 
  10. Monitors grant expenditures to ensure actual expenditures do not exceed the projected expenditures and that expenditures are allowable based on the source of funds. Tracks draw downs, ensuring that all policies are followed. 
  11. Collaborates with Finance to ensure proper accounting and documentation for auditing and reporting purposes (NTD database reporting, TDOT reporting, etc.).
  12. Assist in developing quarterly grant reports and other reports as needed. 
  13. Maintains files and records and ensure compliance with local, state and federal recordkeeping requirements. 
  14. Provides ongoing support to various departments as it pertains to grant management. 
  15. Identifies, researches and recommends new potential sources of funding and grant assistance for MATA. 

OTHER DUTIES AND RESPONSIBILITIES: 

  1. Assists with the FTA Triennial process. 
  2. May attend meetings and training that pertain to the position and function. 
  3. Other duties and projects as assigned. 

MINIMUM QUALIFICATIONS: 

Education:   

Bachelor's degree in Business Administration, Grant Management, Finance, Project Management or a related field, with at least three (3) years of progressively responsible related experience; OR an Associate's degree in a related field, with at least (5) years of progressively responsible related experience; OR a High School Diploma or equivalent with at least (8) eight years of progressively responsible related experience.

  1. Must be proficient in the use of a personal computer and Microsoft Office products, including SharePoint.
  2. Demonstrated effective management skills, effective and clear dialogue, proficient writing skills, good reasoning, information processing, and evaluation skills. 
  3. Must possess good oral and written skills and a proven ability to communicate effectively at all levels of an organization. Is able to think creatively to increase efficiency and effectiveness. 
  4. Must be a self-starter, be self-motivated with a can-do attitude and able to work independently as required as well as be a team player. 
  5. Should be able to quickly absorb and process grant and financial information. 
  6. Must be able to maintain confidentiality at all times without exception. 
  7. Is goal driven and understands the need for analyzing recruiting needs and tracking progress against goals.  
  8. Possesses excellent organizational and time management skills, with a proven ability to meet deadlines. 
  9. Must demonstrate willingness and ability to provide world class customer service to both internal and external customers with a service-oriented attitude. Should be able to manage a wide range of relationships with a variety of stakeholders. Has a demonstrated ability to establish effective, cooperative, and positive working relationships. Exhibits buy in and support of Company mission and goals and understands how the job contributes to reaching those goals. 
  10. Must be able to maintain confidentiality at all times without exception. 
  11. Requires ability to handle numerous activities at one time and move between tasks in a fast-paced environment. Able to organize tasks in accordance with company and department priorities and complete them efficiently and on time. 
  12. General knowledge of grant management and administration and basic accounting practices. 
  13. Should have general knowledge of procedures and practices to analyze and resolve unusual or difficult problems. 
  14. Understanding of public transportation is a plus. Experience with TRAMS (Transit Awards Management System) is preferred. 
  15. Must be able to read and understand a labor contract. 
  16. Must be willing and able to comply with MTMโ€™s D&A policy. 
  17. Regular and consistent attendance is necessary.
  18. Must always comply with safety and COVID protocols. 

 Environment: 

  1. Extensive sitting is required while using office equipment such as computers, phones, printers, or fax machines.  
  2. Some standing and walking during a normal workday will also be required as well as bending, stooping, kneeling, and crouching.  
  3. Most work will be performed in inside working conditions but should be able to tolerate changes in building environments such as with or without air conditioning or heating.  
  4. May be required occasionally to move up to 20 pounds by lifting, carrying, pushing, pulling or otherwise repositioning objects.  
  5. Fingering and repetitive motions will be required for data entry, while picking items up or while filing.  
  6. Able to express or exchange ideas with others accurately and at an easily audible volume through the use of spoken words. Able to receive detailed information through oral communication or by phone at usual speaking levels and differentiate between sounds in the environment.  
  7. Close visual acuity to perform detail-oriented activities as well as acuity to perform activities at or within armโ€™s reach with skill, control, and accuracy such as preparing and analyzing data, viewing a computer screen or for significant reading of documents and other materials. 
  8. Physical capability to use and operate office related equipment such as, but not limited to, computer, calculator, copier, and fax machine. 
  9. The noise level in the work environment varies from moderate to noisy.
