Job description

We are seeking an experienced Senior Business Analyst to support mission-critical public health applications for Newborn Screening (NBS) and Environmental Health programs. This role serves as the primary liaison between business stakeholders and IT teams, ensuring systems meet operational, regulatory, and data integrity requirements.
The ideal candidate will bring strong experience in business and systems analysis within public health or healthcare environments. As a senior-level resource, you will lead requirements efforts, support complex system enhancements, oversee testing activities, and provide guidance to other analysts on the team.
These applications are essential for tracking resources, producing reports, and ensuring compliance. This role is critical to maintaining system reliability, improving automated processes, and supporting high-quality public health services.
Key Responsibilities
Business Analysis & Stakeholder Engagement
  • Lead requirements-gathering sessions with program stakeholders supporting Newborn Screening and Environmental Health initiatives
  • Serve as the primary liaison between business units and IT teams
  • Conduct gap analysis and recommend system and process improvements
  • Provide application and functional oversight to other business analysts
Requirements & Documentation
  • Develop and maintain:
    • Business Requirements Documents (BRDs)
    • Functional specifications
    • User stories and acceptance criteria
  • Analyze and document end-to-end workflows, including:
    • Newborn Screening specimen lifecycle and follow-up processes
    • Environmental sample collection, testing, and reporting workflows
Application Support & Enhancements
  • Support and enhance:
    • Newborn Screening systems (specimen tracking, results reporting, follow-up)
    • Environmental Health systems (sample tracking, chain of custody, laboratory reporting)
  • Coordinate with IT staff and vendors to resolve defects and implement enhancements
  • Identify opportunities for automation, standardization, and efficiency improvements
Testing & Training
  • Lead User Acceptance Testing (UAT):
    • Develop test plans and test scripts
    • Coordinate testing activities with business and technical stakeholders
  • Develop training materials and conduct end-user training sessions

Requirements
Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Public Health, Life Sciences, or a related field
  • 8+ years of experience in business analysis, systems analysis, or related IT roles
  • 8+ years of requirements elicitation and documentation experience
  • 8+ years of process mapping and workflow analysis
  • 8+ years of data analysis and problem-solving experience
  • 8+ years of test planning and execution, including UAT
  • Experience supporting Newborn Screening programs and/or Environmental Health systems
  • Knowledge of public health data systems and reporting requirements
  • Experience using Azure DevOps
  • Knowledge of data integration standards (e.g., HL7, APIs)
  • Ability to manage multiple priorities and meet deadlines
  • Strong communication skills and ability to collaborate across cross-functional teams
