Job description

This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of Emergency Management (OEM), Continuity Programs Division (CPD) in Washington, D.C. The Office of Emergency Management provides policy direction and coordination for nationwide emergency management activities across the Department of the Interior and its bureaus and offices.

Qualifications:All qualifications must be met by the closing date of this announcement - 09/01/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.
For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-14 grade level:
Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience:

1. Independently develop, implement, and evaluate operational requirements, policies, and procedures for the secure flow of classified information across multiple offices or organizations. Lead the preparation and dissemination of classified/sensitive national security communications, briefing memos, and directives for senior leadership, ensuring compliance with national continuity policy and interagency guidance.

2. Direct and coordinate emergency management activities, including preparedness, response, recovery, and operational coordination for disasters and emergencies (natural disasters, wildland fires, technological emergencies, oil spills, hazardous materials, etc.). Plan, evaluate, and participate in exercises, training, and operational deployments; manage secure communications systems and resources; and serve as a recognized authority on interagency committees and councils relevant to continuity, emergency management, and national security.

3. Demonstrate mastery in developing, interpreting, and implementing emergency management and national security policies, plans, and procedures. Evaluate and inspect continuity activities, analyze operational reports and after-action reviews, and formulate accurate summaries, conclusions, and recommendations.

4. Prepare and present briefings, reports, and recommendations to senior management and Department leadership on emergency management program activities, operational readiness, and national security issues. Provide expert advice and guidance to managers and executives, influencing and motivating senior officials to implement plans and coordinate the secure flow of classified information.
