Job Summary:
HireTalent is a staffing and recruiting firm seeking a Developer III. The role involves analyzing and developing complex database designs and managing IT programs of medium to large size, ensuring effective communication and stakeholder management while mentoring junior staff members.
Responsibilities:
• Manage programs of medium to large size, duration and complexity, leading test data management (TDM), including architecture leadership for TDM, onshore offshore TDM practitioners and provisioning the test data.
• Lead IT program teams (virtual and matrix), managing stakeholder expectations, communications, budget management, schedule management and performance reporting.
• Identify and resolve information flow, content issues, the transformation of business requirements into logical data models, opportunities to reduce data redundancy, trends in data uses and single sources of data. Maintain scope, cost and schedule of programs through management of the project or sub-project team and interaction with the Program Sponsor, Project Sponsor(s), including development and maintenance of program management plan and communications management.
• Build and maintain highly effective ongoing communications and relationships between the IT project teams and governance organization to ensure that the IT program is completed in a manner that satisfies business objectives. Mentor junior staff members. Oversee assigned virtual or matrixed project staff members
• Works independently, manages data provisioning for programs that are of medium to large size, duration and complexity
• Hands on test data management lead. Role includes architecture leadership for TDM, leading onshore offshore TDM practitioners and also provisioning the test data. Role is expected to perform hands on test data provisioning activities for TDM
• Works with many areas of the organization, typically at the enterprise level, and has extensive knowledge of data applications, Big Data, data ingestion and consumption patterns
• Leads IT program data teams (virtual, matrix) for efforts medium to large in size, duration and complexity, and applies program and project management processes (including managing stakeholder expectations, communications, budget, schedule management, performance reporting, etc.)
• Responsible for the identification and resolution of information flow, content issues and the transformation of business requirements into logical data models. This position identifies opportunities to reduce data redundancy, trends in data uses and single sources of data.
• Understands the methodologies and technologies that depict the flow of data within and between technology systems and business functions/operations.
• Understands data load, data refresh, data masking, data sub setting and resetting process. Hands on knowledge of Test Data Management tools.
• Maintains scope, cost and schedule of programs through management of the project or sub-project team and interaction with the Program Sponsor, Project Sponsor(s), including development and maintenance of program management plan and communications management.
• Serves as a role model by demonstrating commitment to commonly adopted data related processes and standards for project and program management

Qualifications:
Required:
• Bachelor's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
• Typically has 10 plus years of IT work experience in data modeling, data analysis, relational DBMS design and support and relevant computing environments.
• Manage programs of medium to large size, duration and complexity, leading test data management (TDM), including architecture leadership for TDM, onshore offshore TDM practitioners and provisioning the test data.
• Initiate, plan, execute, monitor and control and close IT programs.
