About the Position
This fast-growing construction company is seeking an accomplished Senior Proposal Manager to be responsible for strategic planning, development and execution of marketing systems, and overall business development throughout the central and western United States. This highly visible leadership role will oversee the pursuit process from opportunity identification through proposal submission, working closely with executive leadership, project managers, estimators, and operations teams to secure high-value construction projects.
The ideal candidate is an exceptional writer, strategist, and team leader with a proven track record of managing complex proposals and winning public and private sector work. This individual will play a key role in strengthening client relationships, enhancing the company's brand, and maintaining a strong pipeline of profitable projects.
Key Responsibilities
  • Lead the development, coordination, and production of compelling proposals, qualifications packages (SOQs), RFQs, and RFP responses.
  • Develop proposal strategies that maximize competitiveness and increase win rates.
  • Partner with executives, operations, project management, estimating, and marketing teams throughout the pursuit process.
  • Research target markets and identify new business opportunities across New Mexico, Colorado, and Texas.
  • Manage proposal schedules, assignments, compliance reviews, graphics, and final submissions.
  • Oversee proposal writing, editing, and development of marketing collateral that effectively communicates the company's strengths.
  • Support client relationship management and business development initiatives.
  • Assist with pursuit planning, bid strategy, and contract negotiations.
  • Maintain proposal content libraries, project descriptions, resumes, and marketing resources.
  • Represent the company at industry events, conferences, and professional organizations to strengthen market presence.
  • Travel periodically to regional offices and project locations to support growth initiatives.

Requirements
  • Bachelor's degree in Marketing, Business, Construction Management, Engineering, Communications, or a related field.
  • Minimum 7 years of progressive experience in proposal management, marketing, business development, or construction pursuits.
  • Demonstrated success managing complex proposals and securing contracts within the construction industry.
  • Experience preparing winning proposals for public-sector and commercial construction opportunities.
