Job description
Position Summary
A Cultural Resources Specialist (Professional Level III) position is available with the Center for Environmental Management of Military Lands (CEMML) at Marine Corps Base, Hawaii (Kaneohe Bay). The position is part-time (50%) and salaried with benefits. CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship.
The Cultural Resources Specialist position will support cultural resource compliance activities, prepare and evaluate National Historic Preservation Act (NHPA) Section 106 undertakings and documentation, coordinate and attend stakeholder meetings, and recommend cultural resource and compliance management activities to ensure compliance with local, state, and federal regulations, as well as Department of Defense policies and procedures. The position includes a combination of office and field (up to 25%) activities involving execution of cultural resources support tasks
This position is located at Marine Corps Base- Kaneohe Bay (Island of Oahu) with occasional travel to other MCBH installation areas on Oahu.
Relocation expenses may be available; conditions apply.

Essential Job Duties
- Plan, coordinate, and provide technical support and assistance to all aspects of installations' cultural resources management and programs under applicable federal, state, and local laws and regulations such as NHPA, NEPA, NAGPRA, ARPA and others.
- Provide technical support to planning, design, coordination, and oversight of construction activities, environmental issues, projects, and coordinating with Federal and State regulators.
- Provide technical expertise in reviewing and evaluating proposed actions, designs, scopes of work, and work orders to determine applicable NHPA Section 106 activities.
- Conduct historic building and archaeological inventories and evaluations, site monitoring, collections and associated records management, and respond to inadvertent discoveries.
- Perform osteological assessment of materials plus related actions.
- Gather, synthesize, and analyze data.
- Prepare technical reports.
- Prepare briefs, presentations, meeting materials, minutes and memoranda that support management deliberations and decisions.
Conditions of Employment
- Pre-employment Criminal Background Check (required for all new hires).
- Must be legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.
- Required to be in office at MCB Kaneohe Bay daily, with occasional options to telework for specific short-term circumstances.
- Candidate must be able to comply with all applicable regulations to obtain a Common Access Card (CAC). Furthermore, candidates are required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment.
- Must have a valid driver's license or the ability to obtain a driver's license by employment start date.
- Able to conduct field work on steep and uneven terrain, carrying up to 50lbs and in extreme or inclement weather.
- Meet the Secretary of Interior's professional qualification standards (36 CFR, part 61) and/or applicable Office of Personnel Management (OPM) standards in accordance with Section 112 of the NHPA (54 USC 306131).

Minimum Qualifications
- MS/MA degree in anthropology, archaeology, historic preservation, cultural resources management, history, architectural history or related field.
- Minimum of two (2) years of post-graduate professional work experience that demonstrates a thorough understanding of the principles and theories of cultural resources management. Experience should include a combination of professional knowledge and experience working with applicable federal (e.g. NHPA Section 106 and 110) and state regulations.
Preferred Qualifications
- Demonstrated expertise and knowledge working with U.S. federal historic preservation laws and regulations that govern cultural resource management, including eligibility analysis and assessment of effects, pursuant to National Historic Preservation Act (NHPA), Archeological Resources Protection Act (ARPA), and Native American Graves Protection and Repatriation Act (NAGPRA).
- Prior experience advising and/or conducting NHPA Section 106 consultation with a State Historic Preservation Office (SHPO) and/or Tribal Historic Preservation Office (THPO) in accordance with 36 CFR 800.
- Demonstrated knowledge of cultural resource issues on U.S. military installations and familiarity with Department of Defense, Navy, and Marine Corps policies and procedures related to cultural resources management.
- Demonstrated experience collating, tracking, reviewing, and preparing reports to ensure that all documentation and deliverables are complete and comply with professional/contractual standards.
- Familiarity with osteological identification and analysis methods.
- Professional cultural resources experience in the Pacific region, particularly the Hawaiian Islands.
