DCP supports the City Planning Commission in its annual review of hundreds of land use applications. The Division:
The Technical Review Division (TRD) maintains the official City Map and Zoning Map of New York City, which lay out the legal streets, parks, and zoning districts. TRD maintains DCP's City Map records and processes all amendments to the City Map. TRD also updates the zoning map to reflect amendments approved by the City Planning Commission and City Council. Upgrading these official maps from century-old paper- based legacy systems to state-of-the-art GIS systems has been a strategic goal of the Division and is now mandated for the City Map by recent City Charter changes.
TRD also supports the Department's mission and the City's goals by reviewing land use applications that facilitate the construction of millions of square feet of housing, commercial space, and open space per year.
The Role:
Reporting to the Chief of Mapping, with latitude for independent judgement, The Senior City Map Planner will be responsible for updating and maintaining the City Map, including the review and processing of proposed changes to the City Map (i.e., the mapping or de-mapping of streets, parks, etc.). The Senior City Map Planner will:
- Review and process applications for changes to the City Map. This involves representing the Agency's position on the merits of such applications, coordinating review among DCP divisions and City agencies, mediating between differing viewpoints on matters of engineering, design public policy and law, presentation to the NYC City Planning Commission, drafting of official reports and letters, and coordination of public review with outside stakeholders.
- Review the work of private surveyors and engineers including written and graphic materials documenting proposed amendments to the City map. Such review ensures the applications support robust decision making and adequately document proposals for future implementation.
- In coordination with other Departmental staff and consistent with direction from TRD leadership, make and implement technical and policy decisions on behalf of DCP.
- Provide technical assistance and advice to private applicants, department staff, the City Planning Commission, and other City agencies on the laying out of street systems, parks, and related features and the preparation of alteration maps.
- Field and manage street status and monument data requests from internal staff, other City agencies and the public.
- Maintain static and dynamic records of the City Map and amendments thereto, including project-based files, archival hard-copy maps, digital static maps and continually updated GIS datasets. The Senior City Map Planner will also drive the transition of the City Map from it's current legacy record system to a new city-wide seamless digital geographic information system.
- Coordinate with city agencies, external partners, and constituents.
- Perform related tasks.

- Strong written and verbal communication;
- Ability to monitor and coordinate multiple projects simultaneously, meet strict deadlines and quickly respond to department priorities;
- Strong attention to detail in research, analysis, and review of written materials, maps, and plans
- Experience with interpreting land surveys, site plans, and roadway plans;
- Strong interpersonal skills and the ability to work effectively with different personalities and roles;
- Experience with GIS and/or AutoCAD.
- Experience with the NYC City Map and an interest in zoning and land use.

1. A master's degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or
2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and
development of housing, transportation, environmental, and city-owned land planning projects; or
3. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.
4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
