Job description

Description Starting salary to commence at $76,860 except in extenuating circumstances. General Statement of Job Coordinates the development, implementation, integration and all technical aspects of the city-wide Geographical Information System (GIS). Administers and maintains the citywide SQL database architecture.

City Expectations: Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, all employees may be activated as essential employees in the event of an emergency. Duties & Responsibilities Specific Duties and Responsibilities Essential Functions: Provides professional support services to city departments and outside agencies on the City's GIS, including application software, network, and associated systems, including administration and support of Microsoft SQL Server databases that underpin enterprise GIS.

2. Coordinates with city departments in developing standard operating procedures and prioritization of information technology GIS projects. 3.

Establishes long and short-term strategic plans, goals, and objectives for the GIS/SQL database systems, including data architecture (entities, relationships, keys, and constraints), to improve techniques, decrease turn-around times, streamline processes, and deliver measurable improvements in data quality and related governance/validation processes to meet City needs. 4. Meets regularly with city departments' GIS-related staff to assess and plan for new technology and developments to modify, enhance, and resolve issues with existing systems.

5. Collaborates with GIS staff and partners to develop SQL queries, stored procedures, and Python scripting to automate data workflows, QA/QC checks, and ETL processes. Supports and maintains enterprise geodatabases (ArcSDE/Esri enterprise geodatabase) and related integrations with Microsoft SQL Server and other GIS-dependent systems.

6. Responsible for staying current with GIS and Microsoft SQL Server database technologies and maintaining Esri and/or other industry-specific, approved certifications, as required. 7.

Accurately and legibly prepares system documentation, reports, forms and other documentation for city staff and the public, including publicly accessible mapping services. Responsibilities: Responsible for coordinating all aspects of the City's GIS and other SQL database-related use, integrations, and projects, developing standards for GIS/SQL database technologies deployment and use. Responsible in work to the Information Technology Director.

Minimum Qualifications Minimum Education and Training An Associate's Degree with six (6) years' GIS experience and project planning. Bachelor's Degree in GIS, Information Technology, Geography or comparative field with four (4) years' GIS experience and project planning. Must possess an Environmental Systems Resource Institute (Esri) Technical certification or have the ability to obtain within six (6) months of hire.

Must possess a valid Florida driver's license or ability to obtain an instate license within thirty (30) days from the date of hire. Minimum Qualifications and Standards Required Skill Requirements: Knowledgeable in the execution of concepts, practices, procedures and progressive techniques in GIS/SQL database program operations. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance.

Proficient in the operation of ArcGIS using related equipment including plotters, printers, and scanners. Knowledge of cartographic techniques and spatial analysis. Capable of identifying and developing strategies for mitigating operational inefficiencies.

Must be able to coordinate and prioritize multiple projects simultaneously and meet established deadlines. Ability to establish and maintain effective working relationships with co-workers, supervisors, other City employees and the general public. Proficiency in relational databases, structural query language (SQL), including writing and maintaining SQL queries and stored procedures, and experience administering and maintaining a Microsoft SQL Server infrastructure in support of enterprise GIS (including ArcSDE/Esri enterprise geodatabase environments).

Working understanding of Python for data processing and automation (e.g., scripting data loads, QA/QC, and repeatable data quality checks) and familiarity with web programming, Visual Basic.Net (VBNET), and JavaScript. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word, Excel, Outlook, and basic understanding of Microsoft Windows and Microsoft Visio. Must have a basic understanding of the current version of the Microsoft Windows operating system

Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Ability to learn specific computer applications used in the City. Physical Requirements: Ability to sit, stand, walk, bend, stoop, lift, carry, or minimal physical exertion.

Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Must have good eyesight and hearing with or without aids. Color vision required.
