Credence has an immediate opening for an Operations Management (HR) at the senior level to support the Operations Management (OM) Division (AFLCMC/WAO/WBO) provides support to both PEOs for the F&AA and WB Directorates under the umbrella of organize, train, and equip, providing a direct link between the Directorates with HQ AFLCMC, HQ AFMC, and installations at Wright Patterson Air Force Base, OH.
This support includes administrative functions such as freedom of information act, records management, training, awards and decorations, as well as oversight for Management Information Systems (MIS) and Information Technology (IT), and Automated Data Processing Equipment (ADPE) inventory. Additionally, the division provides direct facility support and human resource management for both Directorates. The division serves as the senior functional for all non-functionally aligned resources owned by both the F&AA and WB Directorates.
Responsibilities include, but are not limited to the duties listed below:
  • Research manpower, civilian position management, and military data to validate mission requirements; assist military and civilian project leads for Fighters & Advanced Aircraft, Bombers, and F-35 with project plans, PCA/PCS actions, requisitions, by-name requests, data interpretation, background information, determinants, process improvements, organizational changes, and organizational performance studies.
  • Coordinate actions with OM chiefs, HR Chief, senior management officials, and functional area organizations on personnel and resource requirements; provide assistance to manpower, personnel, and HR analysts; respond to management and HR requests by answering questions, interpreting data, and providing background material related to personnel matters across the F/B Directorate.
  • Meet regularly with management officials to discuss HR status, functional issues, workloads, long-range personnel requirements, HR challenges, and matters impacting civilian employees and military members; review personnel and position documents, prepare organizational charts, interpret unit manpower documents, advise on reclassification/restructuring impacts, support end-of-month closeouts, and prepare organizational/resource board charts, vacancy reports, fill actions, and civilian employment program reports.
  • Advise senior leaders, supervisors, and managers on resource issues; independently research sensitive resource policy, procedure, legal, regulatory, and contractual matters; review draft regulations, directives, and guidance; and prepare recommendations and comments on impacts to local policy or practices.
  • Represent the F/B Directorate with customers and functional area organizations to maintain HR programs and effective working relationships; meet with key customers and coordinate officials to assess customer satisfaction, explain policies and procedures, resolve issues, and convey HR guidance.
  • Assist in managing the FMS Resource Allocation Tool (FRA) each civilian pay period for the F/B Directorate, including using the FRA template, following FRA business rules, and ensuring USAF anchored employees account for 100% of their time on the FRA spreadsheet.

Requirements
Education, Requirements and Qualifications:
  • Must have at least an active or current secret security clearance verifiable in the Defense Information System for Security (DISS).
  • Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
  • Must handle all official records in accordance with AFI 33-322, Records Management and Information Governance Program.
