JOB SUMMARY

This position provides centralized control, coordination and communication to maximize use of Metro North's fleet of rolling stock to meet service and maintenance requirements. The position makes continuous, real‑time decisions to allocate equipment in support of Operations Services and Maintenance of Equipment objectives. It also analyzes utilization patterns, identifying opportunities to reduce asset requirements, and supporting efforts to lower operational costs.

DUTIES AND RESPONSIBILITIES

• Direct train to ensure consist compliance with safety regulations, operational requirements, equipment availability, and service schedules.
• Coordinate and oversees the movement of scheduled and non-scheduled equipment maintenance and repairs.
• Monitor fleet availability, equipment defect trends, and out-of-service records; analyzed consist shortages to identify operational and maintenance impacts, calculated diesel fuel usage, and developed equipment cycling schedules to ensure fleet readiness and service continuity.
• Led inter-departmental coordination efforts to enhance operational efficiency, strengthen organizational communication, and ensure the timely and accurate exchange of information necessary to support safe and reliable service delivery.
• Assist in planning and executing special projects and operational initiatives as required.
• Responsible for directly supervising Fleet Managers and Clerks, indirect supervision of Yardmasters – assign tasks as necessary and compile information for timely reporting of equipment status. Assist in day to day maintenance of office records and scheduling of personnel. Promote a safe work environment and ensure safe practices within the office and throughout Metro-North Railroad.

• Reviews invoices and approves them if the work has contractual standards, as applicable
• Addresses performance issues with the contractor when possible, as applicable
• Escalates issues to other parties when needed, as applicable

KNOWLEDGE, SKILLS AND ABILITIES

• Knowledge of rail transit operations and rolling stock (equipment) including familiarity with Operation Manuals, physical characteristics and timetables.
• Familiarity and understanding of basic rail transit rules and Federal Railroad Administration (FRA) Regulations.
• Strong written and verbal communications.
• Strong management and coordination skills.
• Ability to make decisions in a time sensitive work environment with competing demands while performing multiple tasks.
• Requires integration of inter-personal and communication skills with ability to perform analysis and participate in problem solving initiatives.
• Working knowledge of Microsoft Office and/or comparable application.
• Ability to implement and participate in Metro-North Railroads safety programs.
• Must be available to be on call 24 hours/7 days a week as required.
• Must be able to work various length shifts on a 24/7 rotating basis, with the possibility for mandated coverage for staffing, emergency call-in and response. This includes nights, weekends, and holidays in all weather conditions.

Preferred Knowledge, Skills, Abilities:

•  Familiarity with Metro-North Railroad Train Management Systems or similar fleet tracking system.
• Familiarity with train and crew scheduling.

REQUIRED EDUCATION AND EXPERIENCE

• Bachelor’s degree in Business, Transportation, Engineering and/or related field. Demonstrated equivalent education, experience or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
• Minimum five (5) years’ of experience in a Rail Transit Operation environment which includes fleet equipment planning, movement or deployment of equipment, and/or equipment maintenance and
• Minimum three (3) years’ of experience managing a workforce, process or project

• Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
• Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
• Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
• Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
