Job description

RK&K is looking for an experienced CEI Project Manager to lead complex transportation construction projects. The role involves overseeing project delivery, including contract administration, inspection oversight, compliance monitoring, and coordination with various partners.
Essential Functions
  • Promote an ethical work environment.
  • Foster strong communication with clients, contractors, and the public.
  • Manage all aspects of contract administration from preconstruction to project close-out.
  • Facilitate and/or attend meetings related to contract management.
  • Oversee the project quality assurance program, including inspections and compliance.
  • Conduct routine project and quality assurance reviews.
  • Ensure construction complies with contract documents and regulations.
  • Manage CPM schedules, contractor submittals, change orders, and claims.
  • Handle contract close-out activities.
  • Recruiting, training, and retaining CEI staff.
  • Report daily to project sites or RK&K office as required.

Required Skills and Experience
  • Licensed Professional Engineer in Texas or ability to obtain within 90 days.
  • At least 15 years of construction project management experience on heavy civil infrastructure projects.
  • Certification in TxDOT Precertification Categories (11.1.1, 11.2.1, 11.3.1, and 11.4.1) or ability to certify.
  • Strong understanding of project development phases.
  • Knowledge of federal, state, and local transportation regulations.
  • Proficiency in Microsoft Office and project management software (e.g., AASHTOWare, Primavera P6).
  • Ability to analyze information and develop actionable plans.
  • Acceptable driving record and ability to meet pre-employment requirements.

Preferred Skills and Experience
  • Experience managing CEI teams on DOT transportation projects.
  • Expertise in Critical Path Method scheduling.
  • Business development experience related to CEI services.
  • Experience in recruitment and training of CEI personnel.
  • Strong leadership and monitoring abilities.
  • Excellent project management, scheduling, and QA/QC skills.
  • Ability to evaluate performance and ensure compliance with safety standards.
  • Effective communication skills for internal teams and public relations.

Physical Demands
This role requires the ability to perform field inspections on active construction sites. The employee must be able to stand and walk for extended periods, navigate uneven terrain, and climb ladders or stairs. Ability to lift and carry inspection equipment and materials weighing up to 20-30 pounds on an occasional basis, with or without reasonable accommodation. Work is performed outdoors in varying weather conditions and may include exposure to construction-related hazards.
