Project Manager (Remote)

Position Description:

Network Runners is seeking a highly qualified Project Manager to support the Defense Counterintelligence and Security Agency (DCSA), Enterprise Performance Management (EPM) office. The Project Manager will provide program and project management support services for IT-focused initiatives, governance activities, acquisition programs, and ServiceNow modernization efforts across the full project lifecycle.

Duties and Responsibilities:

  • Evaluate programs performance across the organization and make comprehensive recommendations to the Government (SIO)

  • Provide support with tasks associated with program office management and all activities associated with program and project management.

  • Provide advice and recommendations on the management, operations, and control of existing programs and advisory support of new programs and projects.

  • Support major acquisition programs such as Business Capability Acquisition Cycle (BCAC) and Software Acquisition Pathway efforts.

  • Provide governance support including planning, scheduling, compiling briefing materials, meeting management, note taking, editing, and publishing.

  • Develop and maintain project documentation, schedules, risk management plans, and performance tracking mechanisms.

  • Perform complex evaluations of existing procedures, processes, techniques, models, and systems related to project/program issues.

  • Analyze information from multiple sources and communicate recommendations to senior leadership.

  • Translate stakeholder needs and expectations into actionable project requirements.

  • Support Agile project execution including backlog management, sprint planning, and cross-functional team coordination.

  • Contribute to monthly status reporting and performance tracking deliverables.

Required/Desired Skills and Experience:

  • Bachelor's degree in Program/Project Management, Business Management or related discipline

  • Active Project Management Professional (PMP) certification

  • 5 years demonstrated program and/or project management experience

  • 5 years demonstrated knowledge developing Program/Project Management (PM) documentation

  • 5 years demonstrated knowledge utilizing Agile Frameworks, including knowledge of key practices such as user-stories, sprint planning, daily stand-ups, retrospectives, backlog management, prioritizing tasks, adapting to changing requirements and the ability to collaborate effectively within a cross-functional team

  • 5 years of DoD experience

  • 5 years of DoD Software Development Project and Program Management specific experience

  • Must be able to multitask by managing more than a single project at a time, overseeing the activities of project team members, while developing or reviewing project deliverables

  • 5 years demonstrated knowledge developing Program/Project Management (PM) documentation (e.g., project management plan, work breakdown structure, risk management plan, project schedule, meeting agendas, meeting minutes)

  • Minimum 1-2 years demonstrated knowledge of utilizing ServiceNow
