Introduction

\r\nThe Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System ("System"). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. It's composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. Main Purpose of Job

\r\n Lead all phases of the investment process for\r\n emerging private market managers, including sourcing, evaluation, due\r\n diligence, recommendation, execution, and ongoing monitoring.\r\n Construct and manage a diversified emerging manager\r\n portfolio using a total portfolio perspective.\r\n Serve as the primary relationship manager for\r\n multiple private market general partners and strategic program partners.\r\n Partner closely with investment professionals across\r\n all asset classes to identify opportunities that strengthen the overall\r\n portfolio.\r\n\r\n

POSITION DUTIES

Investment Sourcing, Due Diligence & Monitoring\r\n\r\n Lead all phases of the investment\r\n process for emerging private market managers, including sourcing,\r\n evaluation, due diligence, recommendation, execution, and ongoing\r\n monitoring.\r\n Actively sources investment ideas\r\n and makes recommendations. \r\n Make recommendations to hire and fire investment managers.\r\n Evaluate investment opportunities\r\n across private equity, private credit, real estate, and infrastructure.\r\n Source, evaluate, and recommend\r\n direct co-investment opportunities alongside existing and prospective\r\n investment partners.\r\n Perform detailed financial and operational due diligence on\r\n investment managers and underlying portfolio companies across multiple\r\n industries, sectors, and geographies.\r\n Prepare comprehensive investment\r\n recommendations and present to investment staff and CIO.\r\n Responsible for achieving excess\r\n return over an approved weighted benchmark. \r\n Determines whether prospective\r\n managers exhibit appropriate style & characteristics vs. existing\r\n exposures.\r\n Uses data based, quantitative\r\n analysis to support investment ideas and recommendations\r\n Sets return and risk objectives\r\n for each manager and monitors performance to those targets. \r\n Conducts detailed performance\r\n attribution to explain the sources of risk and return\r\n Works collaboratively with Risk\r\n function to map EDGE private market exposures to common risk factor\r\n exposures, and to establish pacing of investments for total fund liquidity\r\n management.\r\n\r\n\r\nPortfolio Management\r\n\r\n Construct and manage a\r\n diversified emerging manager portfolio using a total portfolio\r\n perspective.\r\n Develop portfolio allocation\r\n recommendations and monitor exposures to ensure appropriate\r\n diversification and risk management.\r\n Directly responsible for\r\n recommending allocations on both the manager level and sub-asset class\r\n level based on perceived opportunities and existing exposures.\r\n Manage portfolio pacing,\r\n commitment schedules, and capital deployment consistent with long-term\r\n strategic objectives.\r\n Continuously monitor investment\r\n performance and identify opportunities to optimize portfolio construction.\r\n Collaborate with the Risk\r\n Management team to map risks to a common set of risk factors for a true\r\n competition of capital.\r\n Assess material risks stemming\r\n from climate change, mismanagement of human capital, noncompliance with\r\n labor laws, and /or lack of string governance policies and procedures.\r\n\r\n\r\nRelationship Management\r\n\r\n Serve as the primary relationship\r\n manager for multiple private market general partners and strategic program\r\n partners.\r\n Build and maintain an extensive\r\n network of investment managers, intermediaries, consultants, and industry\r\n participants to identify differentiated investment opportunities.\r\n Conduct ongoing manager reviews,\r\n portfolio discussions, operational assessments, and performance\r\n evaluations.\r\n Participate in meetings with\r\n prospective investment managers and conduct comprehensive due diligence on\r\n new opportunities.\r\n Lead negotiations of partnership\r\n agreements, side letters, fee structures, and other investment\r\n documentation in collaboration with legal counsel and internal\r\n stakeholders.\r\n\r\n\r\nCollaboration & Leadership\r\n\r\n Partner closely with investment\r\n professionals to identify opportunities that strengthen the overall\r\n portfolio.\r\n Contribute to the continued\r\n growth, innovation, and strategic direction of the Terra Maria emerging\r\n manager program.\r\n Mentor and support junior\r\n investment professionals through coaching, knowledge sharing, and\r\n professional development.\r\n Foster an inclusive, collaborative team environment in which\r\n colleagues with different backgrounds, perspectives, and levels of\r\n experience can contribute, receive constructive feedback, and develop\r\n professionally.\r\n Actively monitors the global economic factors that drive performance\r\n in the assigned asset classes.\r\n Perform strategic analyses and\r\n special projects supporting the Investment Division's broader objectives.\r\n Participate in and/or attend\r\n conferences and emerging manager events.\r\n\r\n\r\nGovernance and\r\nCompliance\r\n\r\n Ensure Compliance with the governance and compliance structure as\r\n well as all system policies and procedures.\r\n At all times, act as a fiduciary for the system which includes\r\n assessing material risks stemming from climate change, mismanagement of\r\n human capital, noncompliance with labor laws, and /or lack of string\r\n governance policies and procedures.\r\n\r\nOther Duties as Assigned\r\n

MINIMUM QUALIFICATIONS

\r\nEducation:Four-year degree from an accredited four-year college/University in a\r\nhumanities, sciences, political science or a related field of study including quantitative\r\ndisciplines such as Mathematics, Statistics, Computer Science, Data Science,\r\nPhysics, Engineering, Economics, or Finance.\r\n\r\n\r\nExperience:\r\nA minimum of five (5) years of institutional investment experience with\r\ndemonstrated expertise in evaluating private market investments.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:\r\nCandidates with one or more of the following\r\nqualifications are strongly encouraged to apply:\r\n\r\n\r\n\r\n\r\n Chartered Financial\r\n Analyst (CFA), Chartered Alternative Investment Analyst (CAIA), Financial\r\n Risk Manager (FRM), or similar professional designation.\r\n Master's degree or other\r\n advanced degree in Finance, Economics, Business Administration,\r\n Mathematics, Statistics, Public Administration, or a related quantitative\r\n discipline.\r\n \t\r\n Experience evaluating buyout,\r\n growth equity, venture capital, private credit, infrastructure, and real\r\n estate investment managers.\r\n Experience underwriting\r\n direct co-investment opportunities.\r\n Strong understanding of\r\n institutional portfolio construction, asset allocation, and risk\r\n management.\r\n \t\r\n Demonstrated experience\r\n negotiating private investment partnership agreements and fund\r\n documentation.\r\n \t\r\n Outstanding analytical,\r\n quantitative, written, and verbal communication skills.\r\n Advanced proficiency with\r\n institutional investment platforms including Bloomberg, FactSet,\r\n eVestment, Burgiss, and Preqin.\r\n \t\r\n Expert-level proficiency\r\n with Microsoft Excel, including financial modeling and automation, along\r\n with strong skills in Microsoft Word and PowerPoint.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
