Protocol Specialist

Position Overview

The Protocol Specialist supports USCG CG-AIR by planning, coordinating, and executing protocol activities, command events, distinguished visitor engagements, ceremonies, tours, meetings, and official functions. This position ensures that events and visits are professionally organized, properly coordinated, and aligned with Coast Guard protocol, military etiquette, and command expectations. The Protocol Specialist may be required to work outside normal business hours, with schedule adjustments made as allowed under the SOW.

Key Responsibilities

The Protocol Specialist will organize and coordinate base-wide tours for distinguished visitors, including Congressional staff, USCG Flag Officers, DHS personnel, other Government agencies, and visiting groups. Responsibilities include developing itineraries, arranging transportation, greeting arriving aircraft, escorting guests throughout the base complex, and coordinating visitor schedules.

The role also supports command briefings, meetings, and conference room operations by setting up and operating audio/visual equipment, managing the Commanding Officers conference room schedule, updating briefing materials, maintaining the Command Brief, attending required meetings, recording minutes, and publishing meeting documentation.

For ceremonies and official functions, the Protocol Specialist plans and manages retirements, promotions, awards, recognition events, and other command activities. This includes preparing invitations, scripts, speeches, programs, and related event materials. The position also assists with protocol matters for social functions, enlisted recognition programs, local media coordination, and other CG-AIR command administrative duties.

Qualifications and Experience

The Protocol Specialist must meet the minimum qualifications required for all positions, including U.S. citizenship, ability to read, write, speak, and comprehend English, strong written and verbal communication skills, knowledge of Microsoft Office applications, ability to perform simple arithmetic, ability to manage multiple tasks with competing deadlines, and ability to work with minimal Government oversight.

In addition, the Protocol Specialist must have two years of protocol and event planning experience, including experience applying protocol and etiquette to organize events, coordinate ceremonies, and manage receptions involving dignitaries, military and civilian representatives, and high-ranking officials.

Required Skills

The position requires strong organizational, communication, coordination, customer service, and event management skills. The individual must be able to develop itineraries, coordinate with command staff and visitors, manage multiple events and meetings, prepare professional documents, operate audiovisual equipment, maintain briefing materials, and support formal ceremonies and official functions.

Certification Requirement

The Protocol Specialist must obtain the Military/DoW Protocol Specialist certification within 12 months of hire. Proof of certification must be submitted upon completion.

Clearance / Security Requirement

Candidates must have a favorably adjudicated Tier 1 background investigation or higher to obtain a CAC. Personnel must also meet all applicable USCG/DHS facility access, identification badge, CAC, IT system access, privacy, and security requirements.

Salary Range

Salary range is to be determined by the contractor based on the proposed labor category, market rates, SCA/professional classification, and approved pricing structure.
