Job description

Position title: Project Manager

Location: Mobile, Alabama

Clearance required: SECRET

Scope: The Project Manager (PM) serves as the single point of contact for all Contractor work performed under this contract supporting the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO). The OPC program is the largest acquisition within the Department of Homeland Security (DHS) and the history of the USCG. The PM will oversee a team providing SharePoint technical support, documentation and administrative services, Integrated Master Schedule (IMS) and Earned Value Management System (EVMS) surveillance, Technical Support Management (TSM) deficiency records management, integrated logistics support, and business/COR support functions.

Responsibilities include (but are not limited to):

  • Contract Oversight: Serve as the primary liaison between the Contractor, Contracting Officer, and Contracting Officer's Representative (COR) for all matters related to contract performance.
  • Team Management: Direct and oversee all Contractor personnel performing work under the PWS, ensuring continuity of support and contractual staffing levels are maintained at all times.
  • Work Validation: Retrieve weekly work assessments from each employee to support monthly invoice validation and documentation processes.
  • Timesheet Verification: Ensure employee timesheets and timekeeping mechanisms are signed by the COR or ACOR at the end of each week.
  • Progress Reporting: Provide monthly status reports summarizing all work performed, deliverables completed, schedule status, and any concerns or recommendations.
  • Progress Meetings: Meet with the COR on at least a monthly basis to present deliverables, discuss progress, exchange information, and resolve technical problems.
  • Personnel Management: Notify the Contracting Officer and COR no less than 15 business days in advance of any personnel replacements; ensure replacements possess qualifications equal to or superior to departing personnel.
  • Compliance: Ensure all personnel comply with Government regulations, policies, procedures, and security requirements including Secret-level clearances.
  • Available to the COR via telephone between 0900 and 1700 CST, Monday through Friday.
  • Respond to requests for discussion or resolution of technical problems within 24 hours of notification.
  • May be required to work other than normal business hours, including weekends and holidays, to fulfill contract requirements.
  • Bachelor’s degree or At least 5 years of relevant work experience.
  • At least 4 years of experience in a project management role
  • Knowledge of ship construction.
  • Physical Abilities: The required work shall require moderate walking and movement through an active shipyard and OPCs under construction.
  • Proficiency in MS Word, Excel, PowerPoint, SharePoint, MS Outlook, and other software/tools provided on the Coast Guard Standard Workstation.
  • Ability to read, write, speak, and understand English fluently.
  • Experience supporting major system acquisitions and familiarity with the Major System Acquisition Manual (MSAM) COMDTINST M5000.10 (series).
  • Understanding of contract deliverables review, project plan development, and acquisition document preparation.
