As a Project Services Manager, you will lead and coordinate project controls and support functions across complex engineering, energy, and infrastructure projects. This role is responsible for overseeing planning and scheduling, cost control, risk management, reporting, change management, and project performance monitoring to ensure successful project delivery aligned with organizational objectives, client requirements, and industry standards. The Project Services Manager works closely with project leadership, technical teams, clients, and stakeholders to drive operational efficiency, maintain project governance, and support strategic decision-making throughout the project lifecycle.

Key Responsibilities
Project Controls Management
  • Lead the development and implementation of project controls processes, procedures, and reporting standards across assigned projects.
  • Oversee integrated project controls functions including scheduling, cost management, forecasting, progress measurement, and performance analysis.
  • Monitor project performance against approved budgets, schedules, and key performance indicators.
  • Ensure alignment of project services activities with contractual obligations, company standards, and client expectations.
Planning & Scheduling
  • Direct the preparation, maintenance, and analysis of detailed project schedules throughout all project phases from scoping studies to construction and commissioning.
  • Coordinate schedule development with engineering, procurement, construction, and commissioning teams.
  • Identify schedule risks, critical path impacts, and recovery strategies to support project execution.
  • Facilitate schedule reviews and provide recommendations for corrective actions where required.
Cost Control & Financial Management
  • Manage project cost control processes including budgeting, forecasting, cash flow analysis, and earned value reporting.
  • Review project expenditures and commitments to ensure cost performance remains within approved limits.
  • Support project leadership with financial reporting, variance analysis, and commercial performance assessments.
  • Collaborate with finance and commercial teams to ensure accurate project reporting and invoicing support.
Risk, Change & Performance Management
  • Lead project risk identification, assessment, and mitigation activities related to cost, schedule, and resource performance.
  • Oversee change management processes including evaluation, documentation, and tracking of scope changes and claims.
  • Analyze project metrics and trends to identify issues, opportunities, and areas for operational improvement.
  • Develop and maintain project dashboards, progress reports, and executive summaries for internal and external stakeholders.
Stakeholder Coordination & Leadership
  • Serve as a key liaison between project management, engineering teams, clients, contractors, and senior leadership.
  • Lead and mentor project services personnel, fostering collaboration, accountability, and continuous improvement.
  • Support project reviews, audits, and governance activities to ensure compliance with company and regulatory requirements.
  • Contribute to strategic planning initiatives, resource planning, and organizational project delivery improvements.

Qualifications & Skills
  • Bachelorโ€™s degree in Engineering, Construction Management, Project Management, Business, or a related discipline.
  • Senior-level experience with 10+ years of progressive experience in project services, project controls, or project management within the engineering, energy, infrastructure, or industrial sectors.
  • Demonstrated experience managing multidisciplinary project controls functions on large-scale or complex capital projects.
  • Strong understanding of project planning, scheduling, cost control, forecasting, risk management, and performance reporting methodologies.
  • Experience working within EPC, EPCM, or owner/operator project environments is considered an asset.
  • Proficiency with industry-standard project management, scheduling, cost control, and reporting software platforms.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Excellent communication, stakeholder management, and leadership capabilities.
  • Ability to manage multiple priorities and work effectively in fast-paced, deadline-driven environments.
  • Knowledge of project governance frameworks, contract administration principles, and industry best practices.
