Job description

Basic Function
HF Sinclair Midstream located in Dallas, TX is seeking a Manager, Project Controls & Financial Reporting. This position reports to the Director, Project Planning & Execution, and manages project controls & financial reporting team by overseeing financial controls and tracking for all major projects, and project manager with management tools, controls, and analysis, allowing manager to make informed decisions with accurate and timely data.ย  ย  ย 
Job Duties
  • Actively manage a team of 3-4 controllers, directing daily activities and shepherding competencies and development.
  • Oversees the overall project cost and schedule control efforts during for the annual project portfolio.
  • Ensures through his/her team the correct structuring setups to facilitate data collection and control monitoring during the execution process
  • Manages all processes associated with project financial reporting.
  • Support the director in annual project and departmental budget process, managing appropriations and developing budget packages.
  • Ensures all controls and financial reporting deadlines are met-including accrual submissions, monthly validation processes, capitalizations efforts, and final project closure efforts
  • Responsible for issue management and resolution related to financial & controls systems, invoicing and accounting functions, and processes within the role's purview
  • Reviews and approves large project AFE's with input from many departments, and acts as subject matter expert deciding on what should and should not be included as well as how data is prepared and presentedย 
  • Oversees the integration and optimization of the project management and financial reporting systems, ensuring the team maintains proper project controls and that system structures are designed for efficiency
  • Develop and execute Project Controls & Reporting road map to mature the capabilities and value add of the team
  • Actively cultivate and manage cross-functional relationships across various departments that projects interfaces with including Commercial, Accounting, Operations, IT, ROW, Scheduling, Management, and others.
  • Facilitate meetings and generate content packages for departmental meetings
Special assignments or tasks assigned to the employee by their superior, as determined from timeย to time in their sole and complete discretion.
Experience

A minimum of 10 years in project controls & planning and accounting or financial reporting. Experience in Oil & Gas a strong plus.

Education Level

A minimum of a Bachelors or equivalent is required.

Preferred Education Level

A Bachelor's Degree in Accounting or Finance.

Required Skills

Broad understanding of oil & gas industry, engineering and construction. Advanced knowledge of accounting, contracting, financial reporting, and procurement software systems and processes. Microsoft Office software skills. Ability to work in a fast paced work environment and deliver to required deadlines. Ability to work additional hours as required to support project controls and financial reporting efforts. Prioritization skills are required. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform intermediate mathematical calculations.

Preferred Skills

General proficiency in Microsoft packages Word, Outlook, Excel, Project, Access, etc. General knowledge of procedures and practices for contracting field construction activities are preferred.ย 

Supervisory/Managerial Responsibility
Manages up to 3 professional level employees.
Work Conditions
Office based with up to 5% travel by land and air required. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels tanks, rotating equipment, loud noise and vibrations. Subject to all temperatures, weather and varying road conditions.
