Project Overview:
The Port Arthur LNG project (PALNG) Project is a Liquefied Natural Gas (LNG) export facility located in Port Arthur, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world's largest vessels, and dozens of associated buildings and utilities.
Job Summary:
The Preservation & Maintenance Manager is responsible for supervising and directing operations within the mechanical discipline. Supervises and directs mechanical craft, subordinate supervisors, field engineers and others, as assigned. Ensures all permanent plant equipment and bulks are stored and maintained per project specifications, manages the pipe cleanliness and inspection program, and takes immediate action if non-compliances are found. This position will be part of the PALNG Project Management Team.
Major Responsibilities:
Provide ES&H leadership to personnel assigned to the mechanical department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings.
Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches.
Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor.
Champion the cause of ZERO Accident Philosophy. Ensure that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility.
Monitor the activities of craft to ensure compliance with specifications and schedules.
Responsible for the cost, schedule and optimization of craft labor and maintaining the 90 day and four week look ahead schedules for labor and equipment.
Interface with Labor/Industrial Relations for craft recruitment and training programs.
Review craft time records using established automated tools.
Review and approve subcontractor equipment/personnel mobilization and demobilization.
Responsible for implementing corporate project policies, procedures, and instructions within assigned mechanical operations.
Coordinate with the General Foreman to hire mechanical craft labor to execute work.
Coordinate established area operational plans.
Provide input to quantity tracking applications and report weekly installed quantities to Project Controls.
Prepare material requisitions for tools and consumables and coordinate through Procurement to obtain these materials.
Assist in performing construction testing as required.
Prepare reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts.
Plan the manpower and equipment required to execute the job.
Perform employee reviews and identify training and development opportunities for subordinate mechanical personnel.
Perform other duties as required by Bechtel management.
Additional Qualifications/Responsibilities
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
Previous experience with installation & maintenance of mechanical equipment e.g., pumps, compressors, motors, Fin Fan cooler, heat exchangers, vessels & transformers etc...
Working in a field construction environment understanding specifications, vendor procedures, instructions & codes.
Technical knowledge of electrical & instrument engineering disciplines.
Knowledge of requirements for Lock Out Tag Out.
