Position Summary
The Project Manager serves as Key Personnel for a Department of War (DoW) Development and Sustainment program, providing the overall Agile program/project management for the sustainment, enhancement, cybersecurity compliance, and modernization of a public-facing website and supporting CMS. The PM is the primary management interface with Government stakeholders and is responsible for coordinating technical execution, priorities, schedule, risk, reporting, and contractual deliverables. This is a Remote/Telecommute position.
The role will be a direct employee of Nationwide IT Services. 1099s will not be considered.
Key Responsibilities
  • Lead Agile software development program management across application sustainment, enhancements, cybersecurity activities, and modernization efforts.
  • Facilitate bi-weekly work-planning and priority-setting sessions with Government representatives.
  • Maintain and manage the Government-accessible product backlog, including priorities, milestones, deployment dates, velocity, and progress against the program roadmap.
  • Identify, assess, track, and mitigate program and technical risks; maintain the project risk register and report risk status to the Government regularly.
  • Coordinate closely with the TPOC/COR, Government technical stakeholders, developers, architects, cybersecurity personnel, and other team members to ensure priorities and technical activities remain aligned.
  • Oversee schedules, milestones, dependencies, change-management activities, software releases, and overall delivery performance.
  • Ensure timely preparation, review, and delivery of required CDRLs, including the Project Management Plan, backlog-related deliverables, status reports, and other required program documentation.
  • Provide management oversight for projects operating under DoD RMF and STIG compliance requirements, coordinating cybersecurity activities with the technical and cyber teams.
  • Support Government reviews, status meetings, release planning, issue escalation, and management reporting.
  • Promote effective Agile execution while maintaining visibility into cost, schedule, performance, staffing, risks, and Government dependencies.

Minimum Qualifications
  • Minimum of 10 years of demonstrated experience managing agile software development projects within a NIWC or DON enterprise environment, specifically supporting programs with a public-facing, secure web presence.
  • Must demonstrate experience managing projects subject to DoD Risk Management Framework (RMF) and STIG compliance.
  • Located in the United States; work cannot be performed outside of the US
  • Ability to obtain and maintain a Public Trust Background Investigation
