The Data & Analytics Enablement CoE Specialist is responsible for designing, delivering, and continuously improving resources and experiences that help data and analytics practitioners succeed across Citizens.

This role serves as a key contributor within the Center of Excellence, partnering with data owners, platform teams, domain leaders, subject matter experts, and practitioners to improve how colleagues discover data assets, adopt tools, access knowledge, develop skills, and connect with available support resources.

A significant focus of the role is creating scalable resources and guidance that help data and analytics colleagues improve their workflow, including navigating Citizens' complex data ecosystem, documentation, use case libraries, ownership directories, onboarding content, and practitioner guidance. In addition, the Specialist supports adoption efforts and identifies opportunities to improve the overall practitioner experience.

The ideal candidate combines a strong understanding of data and analytics tools with program execution skills, content development, stakeholder management, and problem-solving abilities. They are comfortable working independently, leading initiatives from planning through execution, and building practical solutions that make it easier for practitioners to succeed.

Key Responsibilities

Data Ecosystem Enablement & Resource Development

  • Develop and maintain resources to help practitioners understand and navigate Citizens' data and analytics ecosystem and to select the appropriate data assets, platforms, and tools, for their workflows

  • Build and maintain directories that clarify ownership of data assets and platforms and outline office hours, support channels, access instructions, and related resources, so practitioners know where to go for specific needs.

  • Develop standards and drive adoption for data asset owners around community communications, support resources, office hours, et cetera

  • Partner with data asset owners, platform teams, governance partners, and practitioner groups to keep resource information current, validate recommended usage guidance, and surface gaps that may create confusion or friction for users

Resource Support for Technical Tools and Platforms

  • Curate resource assets to support practitioner needs and promote best practices, such as sample code, tip sheets, instructional videos, and other self-service resources.

  • Develop scalable onboarding solutions in partnership with hiring managers and the data and analytics early career program to support expedited onboarding of talent.

  • Identify practitioner gaps or friction points in adopting enterprise standards, tools, and leveraging metadata resources and work with owners to identify enhancements and solutions to facilitate adoption.

  • Collaborate with stakeholders to ensure enablement assets and resources curated by partnering teams align with current standards, business priorities, and enterprise best practices.

Learning and Development Support for Technical Skills

  • Collaborate with managers and learning teams to inform technical skill development strategies, including badges (Tableau, SQL, Python, et cetera) to ensure skill needs are met.

  • Lead the organization and execution of technical challenges, such as Datathons or badge campaigns, for the purpose of promoting platforms, best practices, and skill development

  • Plan in-person, virtual, and recorded workshops and training for practitioners across a wide geographic footprint. Responsibilities include agenda development, access provisioning, presenter selection, and event facilitation.

  • Support colleagues in the responsible adoption of Generative AI in their workflows.

Required Education and Capabilities

  • Minimum 3+ years of experience as a technical practitioner or in a role supporting practitioners in a technical capacity required. 

  • Familiarity with modern enterprise data platforms, cloud environments, and analytics tools used across the practitioner community - SQL, Python, Snowflake, Tableau, Collibra, Informatica, AWS (e.g., SageMaker, Redshift), Alteryx, Dbeaver, SharePoint, 

  • Possess an understanding of data governance, data quality, and compliance-driven controls within a heavily regulated industry.

  • Bachelor's degree in data science, data management, computer science, analytics, or related technical field preferred, will consider history of competency in lieu of formal education 

Preferred Experiences

  • Experience translating ambiguous objectives into structured plans, defining project scope, milestones, and solutions to address blockers. 
  • Ability to create clear, engaging training resources for practitioners. Preferred experience planning or coordinating technical events or workshops.

  • Commitment to fostering a collaborative, inclusive environment where practitioners feel comfortable asking questions and building skills.

  • Strong written and verbal communication skills with the ability to translate technical concepts for diverse audiences preferred. Ability to adhere to team communication standards required.

Pay Transparency

The salary range for this position is $110,000 - $145,000 per year, plus an opportunity to earn an annual discretionary bonus. Actual pay is based on various factors including but not limited to the work location, and relevant skills and experience.
