Project Manager

Location - Richmond, VA (look for nearby candidates only)

Work Arrangement- Hybrid

Visa: USC, GC, TN

Required experience: 12+

Candidate MUST possess PMP certification.

Must Have Skills:

Program Coordination/Management Required 5 Years

Enterprise Data Management Required 5 Years Experience with data governance frameworks and best practices. Experience in program coordination, preferably in enterprise data programs.

Current Project Management Professional (PMP) from the Project Management Institute (PMI) Required

Agile Scrum Master certification

Candidate must have a minimum of 10 to 15 years experience managing large projects Required

Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles. Required 10 Years

Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning). Candidate must also be able to work onsite 2-3 day/week Under the program manager, the project manager is responsible for the outcome of the assigned projects. The project manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: Pre-Select, Initiation, Planning, Execution and Control and Closeout. The selected candidate will:

  • Serve as a hands-on technical project manager with development staff and business groups.
  • Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing.
  • Communicate timelines and expectations to technical and business staff.
  • Collaborate with vendors, consultants, and contractors in the execution of projects including contract management and working with the procurement office(s).
  • Adhere to VDOT and VITA project management practices and governance requirements; coordinate with VDOT and VITA Project Management Offices.
  • Maintain project budget, plans, tasks, schedules, risks, and status and disseminates information to team members and customers as defined in the communications plan.
  • Ensure documentation of requirements and uses cases, facilitate design workshops for assigned project.
  • Ensure definition of test objectives, designed test plans and test cases for assigned project.
  • Provide the management of project milestones and deliverables for on-time and on-budget delivery.
  • Define, measure, and clearly communicate progress with metrics.
  • Support system and application training efforts.

Qualifications Required: The candidate must have a minimum of 8 years experience managing large projects and a bachelor's degree. Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning). Experience managing large, multi-stream projects. PMP Preferred: Experience in both Agile and Waterfall project management.
