The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking an experienced Senior Project Manager to lead complex IT projects involving multiple teams and concurrent workstreams. Reporting to the Program Manager, the selected candidate will oversee all phases of the project lifecycle, ensuring successful delivery, compliance with Commonwealth project management standards, and achievement of project objectives.

Job Responsibilities
  • Lead and manage complex IT projects across multiple teams, ensuring successful delivery, stakeholder alignment, and adherence to project governance standards.
  • Coordinate project planning, execution, risk management, budgeting, reporting, and release activities to achieve on‑time and on‑budget outcomes.
  • Oversee vendor and contractor performance, including procurement coordination, deliverable tracking, and compliance with KPIs, SLAs, and contractual requirements.
  • Provide technical leadership for cloud modernization, infrastructure upgrades, application migrations, and security remediation initiatives while ensuring alignment with architecture and security standards.
  • Facilitate testing, training, communication, and cross‑functional collaboration to support successful implementation, user adoption, and operational readiness.
Required/Desired Skills
  • 5+ years of experience managing large‑scale, complex IT projects, including project budgeting, scheduling, and delivery oversight.
  • Strong knowledge of cloud computing concepts (IaaS, PaaS, SaaS), hybrid cloud environments, and cloud migration initiatives.
  • 5+ years of experience with automation technologies, including PowerShell, Azure CLI, Infrastructure as Code (IaC), and DevOps/CI/CD practices.
  • PMP, Agile, or Scrum certification with proven experience leading cross‑functional teams and managing stakeholder expectations.
  • Excellent verbal and written communication skills, with the ability to translate complex technical concepts for technical and business audiences.
  • Strong analytical, problem‑solving, and organizational skills, with the ability to mitigate risks, adapt to changing priorities, and manage multiple concurrent projects; experience with Azure migration services and AI technologies (LLMs, Agentic AI, automation platforms) is highly desired.
