JOB SUMMARY
Perform professional-level procurement tasks in obtaining goods and services requisitioned by County departments at the lowest total cost. Perform complex or sensitive procurements and determine the appropriate procurement method, provide direction, guidance, and advice to Procurement Officers on complex and strategic sourcing issues, and assist County staff to identify and resolve complex purchasing issues under general supervision.
TYPICAL CLASSIFICATION ESSENTIAL DUTIES
Work in this classification requires an individual to be able to perform the essential job functions satisfactorily.   • Assist Purchasing Manager to coordinate administrative functions for Purchasing Group, assign tasks and projects, and provide assistance and guidance to staff, and serve as subject matter expert on Pinal County procurement process.
  • Develop complex formal solicitations for goods and services, coordinate with departments to assure that proper specifications and appropriate procurement code and policies are followed, and prepare documentation, including scope of work, business terms, evaluation criteria, and standard terms and conditions. Manage special projects, research and analyze data to determine cost effective commodity, service, and contract management strategies.
  • Evaluate, expedite, process, and resolve purchase requisition and procurement issues, assure that appropriate source selection methods are used to determine contract and purchase awards, and assure that all State, Federal and County rules and regulations are followed.
  • Develop and analyze information and recommendations and resolve problems with customers, vendors, contractors, County management, and co-workers to accomplish Pinal County procurement goals.
  • Procure the most cost-effective supplies, materials, equipment, and services from qualified and responsive vendors within defined timelines and goals.
  • Process purchase requisitions and supporting documents through required review and approval process and assure open and fair competition, procedural integrity, and compliance with state and Federal laws and County policies.
  • Train and assist County staff and resolve purchasing issues within scope of authority and explain rules, policies, and procedures.
  • Work with departments to forecast and define procurement requirements, specifications, deliverables, and scope of services, provide advice and consultation on procurement issues, and interpret County policies and procedures.
  • Respond to requests for information and resolve them by researching files and records, mitigate disputes between end-user and vendors, and refer matters requiring policy interpretation to supervisor for resolution.
  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required.

POSITION SPECIFIC DUTIES:
  • Strong knowledge and experience with contract administration and/or contract management.

MINIMUM REQUIREMENTS TO PERFORM WORK
  • Bachelor's degree in Supply Chain Management, Business or Public Administration, or related field.
  • Four (4) years of professional purchasing experience.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.

Preferred Qualifications:
  • Professional certification is preferred as a Certified Professional in Supply Management (CPSM), or a Certified Professional Public Buyer (CPPB) or a Certified Professional Public Purchasing Officer (CPPO) within three years of hire date respectively.
  • Arizona residents must have an Arizona Driver's License upon hire; newly established Arizona Residents must have one within 30 days of hire.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of State, Federal and County laws, statutes, rules, and regulations governing public sector procurement activities and how to interpret and apply related standards.
  • Knowledge of Finance Department and County procurement policies, procedures, and regulations.
  • Knowledge of negotiation techniques and skill in negotiating favorable pricing and contract terms and conditions
  • Knowledge of principles and practices of public sector purchasing and records management.
  • Skill in developing and managing stakeholder relationships including with suppliers, departments, County management and Legal.
  • Knowledge of principles of total cost analysis, supply base analysis, vendor management, and project management.
  • Skill in analyzing procurement issues and developing recommendations for solving problems.
  • Skill in analyzing and interpreting and negotiating contracts and technical documents.
  • Ability to interpret customer needs and solve difficult customer service issues.
  • Ability to assess and prioritize multiple tasks, projects, and demands.

PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
