Job description

Classification: Band 7 - Manager

Reports To: Director of Capital Infrastructure & Asset Management

Supervises: Housing Coordinator; Tenant Relations Coordinator

Location: hitacu, BC

Employment Type: Full-Time

Salary Band: Band 7 ($81,731 - $122,596)

POSITION PURPOSE

The Housing Manager leads the Yuuuiath Housing Program, managing all aspects of housing operations, tenancy administration, policy implementation and program delivery. Acting as the Program Manager for housing, the role owns the day-to-day strategic and operational direction of the program, manages housing stock related to Government Rental housing, develops and administers the housing budget in coordination with Finance, leads updates to housing policy in alignment with the BC Residential Tenancy framework as adapted within the Yuuuiath modern treaty context, and supervises the Housing Coordinator and Tenant Relations Coordinator. The Housing Manager is the first point of contact with the community on housing issues and will serve as a liaison with the Housing Society when it is established. The Housing Manager reports to the Director of Capital Infrastructure & Asset Management, who provides executive oversight, capital planning leadership and approval of the Five-Year Housing Strategy.



ACCOUNTABILITY

Housing Operations, Service Delivery & Stock Management

  • Coordinate day-to-day operations of the Yuuuiath Housing Program including allocations, tenancy administration, rent collection and arrears management.
  • Manage housing stock related to Government Rental housing; oversee allocations, condition assessments and lifecycle planning.
  • Ensure consistent, fair and culturally appropriate service to homeowners and tenants.
  • Supervise the Housing Coordinator and Tenant Relations Coordinator; set priorities, coach performance and approve work plans.
  • Liaise with the Property and Building Services Coordinator and Maintenance Supervisor on building condition, lifecycle planning and emergency response.

Financial Coordination with Finance

  • Coordinate with the Finance department on budget development, monthly reporting, rent revenue reconciliation and arrears follow-up.
  • Monitor operating and capital budgets for the Housing Program; flag variances and recommend corrective action to the Director.
  • Ensure CMHC, ISC and other funder reporting is accurate, on time and audit-ready.
  • Process housing-related expenditures within delegated authority.

Housing Policy & Implementation

  • Support the ongoing review, updating and implementation of the Yuuuiath Housing Policy, Tenancy Agreements and related procedures under the direction of the Director.
  • Ensure policy reflects BC Residential Tenancy Act standards as adapted under the Maa-nulth Final Agreement and Yuuuiath jurisdiction.
  • Draft policy recommendations for review by the Director, Housing Committee, Executive and Legislature as required.
  • Communicate policy changes clearly to staff, tenants and homeowners.

Tenancy, Disputes & Compliance

  • Provide guidance on tenancy matters: notices, rent increases, repair obligations, end-of-tenancy and dispute resolution pathways.
  • Oversee dispute escalations from the Tenant Relations Coordinator; represent YG in formal proceedings where authorised by the Director.
  • Maintain accurate tenant files, agreements and inspection records.
  • Ensure compliance with privacy, human rights and applicable provincial and federal legislation.

Capital Planning & Program Support

  • Support the Five-Year Housing Strategy and capital plan under the direction of the Director and Housing Committee.
  • Coordinate planning and oversight of new housing builds, major renovations and CMHC-funded projects.
  • Represent the Housing Program in interdepartmental, funder and intergovernmental meetings as delegated.
  • Perform other related duties as assigned by the Director.

Housing Society Liaison & Community Relations

  • Serve as the first point of contact with the community on housing issues; respond to enquiries, concerns and requests in a culturally appropriate manner.
  • Act as liaison with the Housing Society when it is established; maintain regular communication and ensure alignment between YG and the Society on housing objectives.
  • Represent the Housing Program at community meetings and events as delegated by the Director.
  • Build and maintain positive relationships with homeowners, tenants, community members and external partners.



EDUCATION & EXPERIENCE

Required:

  • Post-secondary diploma or degree in Public Administration, Business, Housing Management, Social Sciences or related field; equivalent combination of education and experience considered
  • Minimum five (5) years of progressive experience in housing, property management or tenancy administration, including supervisory experience
  • Demonstrated working knowledge of the BC Residential Tenancy Act and how it applies in First Nations and modern treaty contexts
  • Experience administering budgets and working with finance teams on reporting and reconciliation
  • Satisfactory criminal record check

Preferred:

  • Experience working with CMHC and ISC housing programs
  • Training in conflict resolution, mediation or dispute resolution
  • Familiarity with the Maa-nulth Final Agreement and Yuuuiath Government laws and policies
  • Project management training or certification
