Nature of Work This is a technical position responsible for managing the activities and functions of the Geographic Information Services Section at Rochester Public Utilities (RPU).

Work is performed under the general supervision of the Director of Power Delivery and requires the use of independent judgment and discretion in overseeing the enterprise GIS systems, Property Rights, Land Survey, and Drafting functions for RPU's Electric and Water Utilities. This position directs the work of staff and consultants. Work Schedule - The regular work schedule is Monday through Friday from 8:00 am to 5:00 pm.

This position may be eligible for remote work up to two days a week after the initial 6-month probationary period. Pay - The starting salary range is $107,123 to $126,007, with advancement to $157,533. Benefits -This position is eligible for benefits offered by the City of Rochester.

The City of Rochester will not sponsor or transfer visas for this position including F1 OPT STEM. DUTIES AND RESPONSIBILITIES *Provide supervision to assigned employees. Provide work direction to employees relative to the completion of designated assignments, delegating responsibilities as appropriate Coordinate GIS staff availability and response support for electric and water utility emergency operations occurring outside normal business hours.

Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate Partner with the designated human resources business partner to implement effective hiring and selection practices Ensure employee personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements *Enterprise GIS Systems Monitor and optimize GIS systems function to ensure 24/7/365 availability and reliability for internal and external customers. Provide project management for all activities related to GIS System, database, and network by directing the work of staff and/or contractors as well as managing project budgets. Develop QA/QC procedures to assure integrity of the GIS databases.

Evaluate user requests for enhancements to determine scope, costs, timing and feasibility of projects Manage and maintain GIS system infrastructure systems, software and hardware to ensure they meet established performance, function, cybersecurity, and data security standards. Develop, maintain, and optimize performance of engineering and operations tools that integrate with the GIS system such as the Outage Management System, Designer, Outage Maps, Power BI data sets, Fiber Manager, and other GIS data related tools. Keep abreast of current trends in the GIS and utility industry.

Develop and maintain documentation of GIS infrastructure and operational procedures. Manage the drone mapping program and related integrations, data, and hardware. Establish priorities, operational standards, and strategic GIS technology initiatives affecting enterprise utility operations.

*Property Rights Manage the acquisition, release, and granting of easements in accordance with RPU policies. Manage the lifecycle of licenses and permits required by other agencies and entities to allow RPU projects to proceed in compliance with the applicable requirements. Maintain accurate service territory records by managing yearly service territory filings with the Minnesota Public Utilities Commission and ensure compensation payments are correct.

Purchase or dispose of deeded property for RPU business needs. *Drafting, Mapping and Survey Services Manage requests for drafting, mapping, and survey services to ensure timely delivery, quality, and data security which meets or exceeds customer expectations. Prepare contracts and specifications for contracted services and supervise delivery of those services whether on or off site.

Oversee management and maintenance of record drawings for the organization to ensure easy access and confidence in the accuracy and quality of data. Manage and maintain survey equipment and software to ensure availability and functionality for users. *Section Management Develop and maintain life cycle based plans and budgets to support the mission of this organizational section.

Manage cost center budgets to achieve planned outcomes. Monitor and report appropriate measures to verify service level standards are met and to benchmark the function of the systems and the Sections performance. Perform other duties as assigned or necessary.

* ESSENTIAL FUNCTIONS MINIMUM QUALIFICATIONS Education and Experience A Bachelor's degree in geographic information systems (GIS), geography, planning, civil engineering, computer science or closely related field from an accredited four-year college or university AND three (3) years of progressively increasing geographic information systems experience in an utility, public works, or large organizational environment, two of the three years must be in a supervisory capacity. Licenses and Certifications Valid driver's license Desirable Qualifications Master's degree in geographic information systems (GIS), geography, planning, civil engineering, computer science or related field.
