Job Description
The Opportunity
AECOM is pursuing opportunities to lead the conversion of existing Automatic Train Control Systems to a modern Communication Based Train Control (CBTC) System. Our clients are driven by the need to create modernized and safer systems for transit users that improve system reliability and flexibility. To deliver our clients' visions, AECOM is actively hiring program management leaders who understand the complexities of defining and delivering extensive upgrades of multiple-line transit systems within operating environments.
As a Program Management Director at AECOM, you will have the opportunity to deliver world-class programs that create positive social and environmental outcomes, leading complex, multidisciplinary teams across diverse sectors and regions, and working with key clients and stakeholders to achieve their goals.
Responsibilities
  • Develop and direct the implementation of goals, objectives, policies, and procedures.
  • Plan, organize, assign, direct, review, and evaluate the team deliverables and performance; manage and direct the work of subconsultants.
  • Input into all phases of CBTC program management to include design, installation, quality control, testing and commissioning, safety and security certification, staffing & budget management.
  • Direct or participate in the preparation and review of designs, plans, specifications, and cost estimates; ensure specifications and contract requirements comply with client standards and policies
  • Support the client with the development of scope of work;
    • preparation of request for proposal;
    • review proposals and make recommendations on selection;
    • assist as needed in contract negotiation and preparation;
    • monitors work activities to ensure compliance with contractual obligations.
  • Oversee development of cost estimates; prepare and monitor project schedules and budgets.
  • Serve as the project liaison with other client divisions, departments, and outside agencies; lead or support resolution of project issues as required by clients.
  • Conduct field inspections as required, monitor work in progress.
  • Support the client with writing, approving, negotiating, and executing contract changes.
  • Track, monitor, and communicate performance against project requirements, quality measures, milestones, and KPIs.
  • When necessary, recommend and initiate changes to project delivery plans and identify opportunities for improvement within relevant business and operating functions.
  • Champion resource management, interface and constraints management, and relevant elements or risk management and mitigation.
  • Where relevant, lead meetings convened by the Sponsors with the Contractor to review the project work schedule.

Qualifications
Minimum
  • BA/BS in architecture, engineering, project management, or related field and 12 years of related experience or demonstrated equivalency of experience and/or education, including 4 years of leadership

Preferred Requirements:
  • PMI-PgMP, APM-RPP, or CMAA-CCM Certification (or equivalent)
  • Professional Engineering License (for roles in USA), Chartered status or equivalent may be required for certain roles.
  • 15 years of professional experience with 10 years in a program management leadership role.
  • Proven senior leadership experience with a track record of driving strong performance, organizational success, and achieving objectives in large organizations.
  • Recognized as an experienced leader in program management nationally, with a solid track record and experience in applying innovative program management practices with successful programs.
  • Possess expertise and experience in applicable technical areas of program management and a good understanding of program management competencies.
  • Experience in expanding professional network within the industry, and experience and track record of successfully leading multiple medium to large programs.
  • Experience contributing significantly to the field of Program Management through thought leadership, publications, conference presentations, and involvement in professional associations.
