Job description

Plant Superintendent

The Plant Superintendent plans, coordinates and supervises the daily operation of assigned water treatment and/or filtration facilities in the provision of a safe, plentiful water supply.  Ensures compliance with all applicable policies, standards and regulations.

ESSENTIAL JOB FUNCTIONS:          

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Plans, coordinates and supervises the daily operation of assigned water treatment facility, ensuring compliance with all applicable policies, procedures, laws and regulations, including state and federal water quality standards and regulations.
  • Manages and supervises all plant operations, to include operations of a pilot plant; recommends treatment based on pilot plant data and/or trending of a variety of physical and chemical characteristics; analyzes problems and/or potential problems of plant operations in order to initiate proper corrections; participates in various tests and in pilot studies, and conducts and supervises inorganic and bacteriological tests on raw water, treated water and finished water. 
  • Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directs work, provides counseling and corrective action as needed, completes employee performance appraisals, selects new employees for hire.
  • Supervises and participates in the operation and maintenance of various plant components, including implementation of the SCADA system and instrumentation, sludge handling system, diesel fired power generation facilities, and related equipment; supervises and/or performs necessary troubleshooting, maintenance and minor repair work on equipment and systems. 
  • Ensures staff are following all safety rules and have all necessary safety equipment.
  • Assists with the preparation of the annual plant operating and capital budgets.
  • Requisitions and ensures the proper maintenance of plant equipment, tools, materials, chemicals and vehicles.
  • Coordinates plant activities with other divisions and departments, other utilities, contractors, other agencies and customers as necessary.
  • Reviews plans and specifications provided by engineers for new and modified structures and system components; assists with design as required. Reviews the work of contractors, ensuring compliance with project specifications, plans, schedules, and standards of quality and safety.
  • Participates in the maintenance of positive customer relations.
  • Receives and responds to inquiries or concerns from City and County officials, special interest groups, customers, etc.
  • Maintains knowledge of current relevant issues and industry trends.
  • Oversees custodial activities to ensure plant cleanliness and safety.
  • Must be available for after-hours emergencies.
  • Performs general administrative work as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, entering computer data, copying and filing documents, etc.
  • Receives, reviews, prepares and/or submits various records and reports including graphs, operating manuals, job applications, performance appraisals, laboratory reports, DHEC reports, inventory reports, meeting minutes, maintenance reports, invoices, attendance records, payment authorizations, check lists, technical reports, memos, correspondence, etc.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other department supervisors and employees, subordinates, customers, engineers, contractors, consultants, City/County personnel, other government agencies, regulatory agencies, sales representatives, professional peers, and the general public.
  • Performs other related duties as assigned.  

Essential functions are performed in both inside and outside environmental conditions. May require exposure to adverse temperatures, noise, and hazards.

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in biology, chemistry, engineering or related field, supplemented by ten (10) years of progressively responsible supervisory experience in water plant operations, is required; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina driver's license, and the following certifications: Class A Water Operator, Class A Distribution, CPR, and First Aid.
