Aeronautics Systems has an opening for aManager of Proposals 3to join our team of qualified, diverse individuals within the Multi-Domain Command and Control (MDC2) business unit focused on capture and proposal of new aircraft and program expansion efforts. This leadership role is located in ourMelbourne, FLoffices.

This role will manage execution of matrixed teams within the MDC2 business unit. Efforts associated with this position includes capture of new production aircraft and FMS sales, equating to over $5B of new business. The team is currently involved in proposal of three new E-2D Hawkeye Aircraft for FY26. The selected candidate will lead the development of statements of work and program plans for product development, management, manufacturing, product support, sustainment, and fleet retrofits. The selected candidate will also lead the development of non-recurring and recurring cost estimates to execute these plans to include detailed Bases of Estimate. The selected candidate will monitor and manage team performance to ensure timely delivery of all proposal artifacts and then participate in contract negotiations. The position requires exemplary collaboration skills working across many IPTs and enterprise business areas, as well as ability to effectively communicate the status of multiple capture efforts to various levels of leadership.

Key Responsibilities:

Manages proposal development execution through contract award.

Ensures delivery of the cost, schedule, and technical artifacts of proposals.

Participates in the negotiation of contracts and contract changes.

Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of new contracts.

Establishes capture plans and monitors adherence to master plans and schedules, identifies issues and obtains solutions, such as allocation of resources or changing capture approach.

Basic Qualifications:

  • Bachelor's degree and 10 yearsof related experience as defined below, OR a Master's degree and 8 years of related experience as defined below.
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
  • Working knowledge of all phases of the business acquisition lifecycle, with handson experience in preproposal, proposal development, and postsubmittal activities
  • Experience leading complex, crossfunctional projects with accountability for outcomes and responsibility managing risk
  • Understanding of pricing and estimating strategies
  • Experience with Business and proposal cost structures/elements
  • Experience overseeing teams or projects
  • Must have an active US Government Secret clearance (or higher) that was granted or renewed in the last 6 years or is currently under continuous evaluation.

Primary Level Salary Range: $137,800.00 - $206,600.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
