Job description

The Budget Manager provides financial and human resource management oversight for the College of Engineering and Computer Science. Reporting directly to the Dean, this position serves as a strategic resource to the Dean, Associate/Assistant Dean(s), Department Heads, and administrative staff by providing financial guidance, human resources support, budget management, and operational oversight. Responsibilities include managing and reconciling financial and payroll records, preparing financial reports, overseeing college accounts and budgets, supporting human resource functions, and ensuring compliance with university policies and procedures.

Required

  • Bachelor's degree in Management, Accounting, or a related field; equivalent combinations of education and relevant experience may be considered. 
  • Minimum three (3) years of experience using DASH or another enterprise-wide financial/personnel management system. 
  • Minimum three (3) years of experience in bookkeeping, accounting, finance, auditing, or a related field.

Preferred

  • Bachelor's degree in Management, Finance, Accounting, or a related discipline. 
  • Five (5) or more years of experience in higher education. 
  • Experience directing or coordinating the work of others. 
  • Experience in financial and human resource administration within a complex organization.

Compensation and Benefits

Financial & Budget Management

  • Serves as liaison between college departments, Budget and Finance, Purchasing, Office of Sponsored Programs, and Disbursements regarding financial matters.
  • Prepares financial reports for the Dean, Associate/Assistant Dean(s), and Department Heads.
  • Prepares and reviews DASH financial transactions, including budget revisions, transfer vouchers, contracts, and grants.
  • Monitors departmental expenditures and reconciles budget and financial records.
  • Supervises financial functions processed by departmental administrative staff and manages multiple funding sources.
  • Analyzes complex financial issues and provides recommendations to support decision-making.
  • Manages the college budget process, including expenditure forecasting and budget planning.
  • Supports management of externally funded grants and preparation of data for audits.
  • Provides training and guidance on budgetary procedures and DASH processes.
  • Administers emergency scholarship funding review and awards for CECS students.

Human Resource Management

  • Provides technical guidance to departments regarding hiring and HR processes.
  • Reviews staff positions to ensure position descriptions are current and that compensation practices support equity, after approval from the Dean. 
  • Coordinates position postings and hiring activities across the college.
  • Reviews and manages position changes, new position requests, and personnel actions with approval from the Dean. 
  • Reviews salary funding, additional pay requests, cost distributions, salary transfers, and payroll-related transactions.
  • Coordinates adjunct and faculty summer pay processes.
  • Maintains personnel and payroll records and ensures compliance with reporting deadlines.
  • Monitors HR and payroll data to ensure accuracy and consistency across the college.

Contract & Purchasing Management

  • Reviews and approves contracts to ensure accuracy and compliance with fiscal policies.
  • Provides guidance and training regarding university purchasing policies and procedures.
  • Oversees procurement activities, including purchase requisitions, purchase orders, sole-source justifications, and equipment tracking.
  • Reviews invoices and payment documentation for accuracy and appropriate account coding.
  • Manages purchasing card reconciliation processes and vendor-related activities.
  • Reviews purchasing documentation before final approval and signature.

Knowledge, Skills, and Abilities

  • Ability to provide direction, guidance, and support to employees and departmental staff. 
  • Knowledge of accounting principles, financial management processes, human resources practices, and university fiscal policies. 
  • Proficient knowledge of Microsoft Excel and enterprise financial and human resource management systems. 
  • Ability to analyze financial information and make sound business decisions. 
  • Ability to manage multiple projects and priorities while maintaining attention to detail. 
  • Strong organizational, problem-solving, and analytical skills.
