Job Overview

The Head of Analytics serves as the strategic lead for all program analytics, performance measurement, reporting, and marketing intelligence activities supporting the recruitment marketing program. This role owns the program's KPI framework, reporting architecture, dashboard strategy, and data governance processes, ensuring leadership has accurate, actionable insights to evaluate recruitment effectiveness and make informed investment decisions. 

Leading a team of analysts and reporting specialists, the Performance and Execution Analytics Manager is responsible for measuring performance across every recruitment marketing channel, including paid media, social media, search marketing, email marketing, SMS campaigns, recruitment events, employer branding initiatives, website engagement, and candidate acquisition activities. This position transforms complex marketing and recruiting data into clear recommendations that help program leadership and Government stakeholders optimize campaign performance, improve candidate engagement, and maximize return on investment. 

Working closely with the Performance and Execution Marketing Director, Event Recruitment Director, Strategy and Brand Director, and Government stakeholders, this role ensures every campaign is supported by measurable objectives, consistent reporting methodologies, and transparent performance metrics aligned with recruitment goals. 

This position will support a Federal Government customer in Washington, DC.
Core Responsibilities
  • Serve as the owner of the program-wide KPI framework, establishing and maintaining performance metrics for all recruitment marketing, employer branding, workforce outreach, and candidate engagement initiatives. 
  • Define, validate, and maintain campaign-specific KPIs in partnership with the Performance and Execution Marketing Director, Event Recruitment Director, and program leadership. 
  • Lead all marketing analytics, reporting, attribution, and performance measurement activities across the recruitment marketing program. 
  • Own and manage the monthly reporting cycle, ensuring timely delivery of recurring performance reports, executive summaries, campaign scorecards, and stakeholder updates. 
  • Produce rapid-response and ad hoc reporting for senior leadership, campaign managers, and Government stakeholders as required. 
  • Develop and maintain executive-level reporting products that provide clear visibility into recruitment performance, campaign effectiveness, audience engagement, and marketing investment outcomes. 
  • Build, manage, and continuously enhance interactive dashboards that track daily, weekly, monthly, quarterly, and annual performance against established objectives. 
  • Develop and maintain comprehensive paid media dashboards that monitor media spend, audience engagement, conversion activity, and recruitment outcomes. 
  • Direct campaign tracking methodologies through the use of UTM parameters, QR codes, event tracking tools, CRM integrations, website analytics platforms, and Government-approved measurement technologies. 
  • Ensure data collection processes are standardized across all marketing channels and campaign activities. 
  • Perform campaign attribution analysis, conversion tracking, recruitment funnel measurement, and audience engagement analysis. 
  • Lead ROI and cost-effectiveness analysis for major and minor campaigns, translating findings into actionable recommendations that improve recruitment outcomes and marketing efficiency. 
  • Analyze performance trends, candidate behaviors, audience interaction patterns, and channel effectiveness to identify optimization opportunities. 
  • Maintain data quality, reporting integrity, and governance standards across all reporting systems, platforms, and data sources. 
  • Ensure consistency between Google Analytics, advertising platforms, CRM systems, event reporting tools, marketing automation solutions, and internal reporting systems. 
  • Develop forecasting models and performance projections that support strategic planning, resource allocation, and budget decisions. 
  • Present performance insights and analytical findings to diverse audiences, ranging from program personnel and campaign managers to executive leadership and Government stakeholders. 
  • Support contract performance reviews, strategic planning sessions, and executive decision-making through data-driven recommendations and performance analysis. 
  • Collaborate with creative, marketing, recruiting, event, branding, and leadership teams to ensure analytics support organizational objectives and workforce recruitment priorities. 
Requirements
  • Active Top Secret Clearance
  • Minimum of eight (8) years of professional experience in paid media, performance marketing, digital marketing, or recruitment marketing leadership roles. 
  • Ability to work on-site in the Washington, DC metropolitan area up to five days per week, with telework permitted when authorized by the Government. 
  • Demonstrated experience developing KPI frameworks, measurement strategies, and enterprise reporting structures. 
  • Experience building, maintaining, and presenting executive-level reporting dashboards and performance scorecards. 
  • Strong command of Google Analytics and digital marketing reporting platforms. 
  • Experience supporting digital marketing, recruitment marketing, workforce communications, or employer branding initiatives. 
  • Demonstrated ability to collect, analyze, interpret, and visualize complex datasets across multiple platforms and marketing channels. 
  • Experience developing campaign attribution models and performance measurement methodologies. 
  • Ability to translate technical data findings into clear, actionable recommendations for non-technical audiences. 
  • Strong understanding of paid media reporting, conversion tracking, funnel analysis, and ROI measurement methodologies. 
  • Excellent written, verbal, presentation, and stakeholder communication skills. 
  • Strong analytical, problem-solving, and strategic thinking capabilities. 
  • Experience managing multiple reporting priorities in fast-paced, deadline-driven environments.
