Job description

Summary
This position is in the Bureau of Human Resources, Office of Employee Relations, Manager Support Unit (HR/ER/MSU) which provides consultative and policy advice to senior Department officials, managers, and human resources professionals both domestically and overseas to promote manager/employee engagement and accountability. This position provides expert advice and guidance on a range of management-employee matters including employee counseling, conduct, performance, and related functions.

Duties
Help
  • Serves as a subject matter expert in employee relations and provides counsel to Foreign and Civil Service managers and supervisors regarding a wide range of HR related matters.
  • Provides advisory services on discipline and conduct to help managers identify measures that are consistent with infractions of the employment relationship and the organization's policy on discipline.
  • Devises ways to improve supervisory support for and understanding of the effective policies and approaches to promote acceptable conduct and performance.
  • Supports the internal and external efforts to influence the development and implementation of the Employee Relations Case Management System, i.e., Trend Tracker.
  • Provides advisory services regarding training and development opportunities to Department of State workforce organization(s).

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience analyzing conduct and performance issues to determine the appropriate steps supervisors can take to mitigate and improve performance and/or conduct.
  • Experience advising managers on approaches to resolve employee conduct and performance issues.

There is no substitute of education for specialized experience for the GS-14 position.
