Essential Functions
The Coordinator of Operational Compliance (COC) provides assistance in institutional compliance, policy administration, and internal process improvement. This role oversees college-wide policy and operational reviews and assessments, monitors adherence to internal and external standards, and drives institutional accountability through accountability, risk mitigation and training. The coordinator serves as a strategic partner in ensuring operational excellence and regulatory compliance in alignment with the college's mission and strategic plan.
Job Duties and Responsibilities
Compliance and Policy Oversight:
  • Conduct regular internal reviews and assessments and operational reviews across departments to evaluate compliance with college policies, state/federal regulations (e.g., Title IV, ADA, THECB), and accreditation standards.
  • Identify gaps in compliance and recommend corrective actions; monitor resolution progress.
  • Evaluate the development, revision, and distribution of institutional policies and procedures in collaboration with department leaders.
Process Improvement and Project Oversight:
  • Lead college-wide operational analysis and improvement initiatives to optimize operational efficiency, reduce risk, and improve service delivery.
  • Evaluate project and change management functions, ensuring alignment with strategic goals and institutional effectiveness.
Training and Capacity Building:
  • Ensure compliance with policy and compliance-related training programs for faculty, staff, and administrators.
  • Partner with Talent Engagement and Institutional Effectiveness to embed compliance awareness into onboarding, leadership development, and annual professional training cycles.
Strategic Reporting and Risk Management:
  • Provide regular updates to the Vice President and President on institutional risk, compliance findings, and policy gaps.
  • Partner with I.E.R. to develop a dashboard or risk tracker for compliance activities, policy implementation, and project initiatives.
  • Advise leadership on emerging compliance risks and propose mitigation strategies.
Records and Documentation:
  • Support the college's Records Management Program and ensure adherence to state guidelines and internal retention policies.
  • Compile and submit institutional reports related to compliance, audits, and operational performance.
Departmental Leadership:
  • Develop annual departmental goals, budgets, and institutional effectiveness plans.
Skills and Abilities:
  • Strong analytical, writing, and communication skills.
  • Ability to manage complex projects and cross-functional teams.
  • High emotional intelligence, integrity, and discretion in handling sensitive information.
  • Ability to work across diverse campus constituencies with a collaborative, proactive approach.

Qualifications
Minimum Qualifications:
  • Bachelor's degree in business administration, Public Administration, Higher Education, or a related field
OR
  • Ten (10) years of experience in policy compliance assessment, policy administration, facility operations compliance, or operations in higher education or the public sector.
Preferred Qualifications:
  • Certification in project management, process improvement (e.g., Lean, Six Sigma), or compliance.
  • Familiarity with institutional accreditation and internal control systems.
  • Familiarity with Public and Private operational procedures for risk management.
  • Master's degree in a field related to the list in Minimum Qualification.

Supplemental Information
Travel Requirements:
  • Travel between college sites and for conferences
Other Duties:
  • Will participate in college responsibilities such as the Institutional Effectiveness Committee, Task Force, etc.
  • Other duties as assigned by the Vice President or the College President.
Environment:
  • Office-based with regular travel across all college sites.
  • Occasional evening or weekend responsibilities to meet project deadlines or conduct operational reviews or training.
