Job description

Position Overview
HCRC is seeking an experienced Military Construction (MILCON) Program Manager to provide expert oversight and management of military construction projects supporting federal and Department of Defense (DoD) clients. The ideal candidate will bring strong program management expertise, in-depth knowledge of MILCON processes, and the ability to coordinate across multiple stakeholders to ensure projects are delivered on time, within scope, and in compliance with all regulatory requirements.Key Responsibilities
  • Manage and oversee MILCON programs and projects from planning through execution and closeout
  • Serve as the primary point of contact between government clients, contractors, and internal teams
  • Ensure compliance with DoD, UFC, FAR, and applicable federal regulations and standards
  • Develop and monitor project schedules, budgets, and performance metrics
  • Review design packages, construction submittals, change orders, and cost estimates
  • Identify and mitigate program risks; resolve issues impacting scope, schedule, or cost
  • Prepare and deliver program briefings, reports, and documentation for senior leadership
  • Coordinate with engineering, contracting, environmental, and facilities stakeholders
  • Support acquisition planning, contract execution, and post-award administration
  • Conduct site visits and progress inspections as required
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Architecture, or related field
  • Minimum 5-10 years of experience managing military or large-scale federal construction programs
  • Demonstrated knowledge of MILCON processes and DoD construction standards
  • Experience working with federal agencies (DoD, USACE, NAVFAC, AFCEC, or equivalent)
  • Strong program management, budgeting, and scheduling skills
  • Excellent written and verbal communication skills
  • Ability to obtain and maintain a Secret clearance (or higher)
Preferred Qualifications
  • Professional certifications such as PMP, PE, CCM, or FAC-C
  • Prior experience supporting USACE, NAVFAC, or Air Force Civil Engineer Center
  • Familiarity with environmental compliance, safety standards, and quality control programs
  • Experience managing multiple concurrent projects across diverse locations
  • Veteran or prior military service experience
