Job description

Venice Community Housing (VCH) supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH is a community-based nonprofit organization engaged in a variety of housing and community development programs. VCH owns and manages 346 units of affordable and supportive housing, and is in a period of growth with an additional 400 units in predevelopment and/or construction stages.
The Property Manager will be responsible for the on-site management of up to 60 total units, often a mix of Permanent Supportive Housing units and Affordable Housing units. These units may encompass multiple properties and geographies.
The Property Manager will be responsible for all management functions of their buildings, tenant relationships and correspondence, integrated work with a resident services team, and other functions to ensure provision of high-quality affordable and permanent supportive housing that meets all legal and regulatory standards. This position will report directly to the Regional Property Manager.
Responsibilities Include, But Are Not Limited To:
  • Perform lease-up/lease-out to new tenants, including intake interview, collection of all needed documentation, managing and tracking compliance review and approvals.
  • Rent collection, including follow-up with tenantsโ€™ payment plans, sending required notices to pay or quit, and entering rents into property management software.
  • Perform regular site work/visits, unit inspections at each assigned property including, but not limited to, collecting and monitoring work orders, tenant communications, general site cleaning, and monthly tenant meetings.
  • Daily buildings and grounds inspections to maintain curb appeal and resident safety.
  • Report all issues concerning resident health and safety, maintenance or other areas of concern to appropriate managers within the Property Management Department on a daily basis.
  • Represent VCH and interact with tenants with a trauma informed approach with the intent of solving problems, enforcing house rules, lease provisions, and parking rules.
  • Process evictions as approved by the Director of Property Management.
  • Coordinate with VCH Resident Services department regarding social service needs of tenants, including participation in relevant integrated property management-social service meetings.
  • Facilitate and complete annual re-certifications on a timely basis and in accordance with regulatory agreement(s) including sending notification letters, tenant interviews, collecting documents and processing verification forms.
  • Review AMI rent compliance at recertification.
  • Ensure compliance with Section 8 inspections and other regulatory inspections.
  • Coordinate work orders and other needed maintenance repairs with Maintenance and Asset Management staff.
  • Work with the funders and regulatory agencies on regulatory reporting, rent and tenant issues in relevant units.
  • Furnish weekly and monthly (or as-needed) reports to Director of Property Management.
  • Communicate unresolved issues to Director of Property Management and implement identified resolution(s).
  • Periodically respond to after-hours emergencies.
  • Assist with support/coverage when peers are on PTO/leave, or in times of staffing vacancies, on an as-needed basis with processing receivables (rent collection/processing, postings), recertification tasks, work order tracking, and more.
  • Other duties as assigned or required.

Qualifications:
  • Minimum of two years of experience in property management in the affordable housing arena with Tax Credit properties or HUD subsidized housing.
  • Understanding of the Housing First model for chronically homeless people with disabilities.
  • Conflict resolution with an understanding of, and practice with, de-escalation techniques.
  • Strong organizational, communication, and interpersonal skills, ability to prioritize tasks, work independently.
  • Candidate must be proficient in Word, Excel, Outlook, and database software; knowledge of RealPage a plus.
  • Bilingual Spanish/English a plus.
  • Must pass criminal background checks.
  • Valid California driverโ€™s license and automobile insurance and/or have access to reliable transportation in order to travel between properties, to off-site properties, meetings, trainings, and events.
  • Ability to communicate through print: emails and letters.
  • Ability to work independently.

Salary:
Salary ranges from $42,000โ€“$45,000 and includes a rent-free unit with all utilities paid (unit size ranges from studio to 2-bedroom, depending on specific position). This is a full-time, non-exempt position. Benefits include medical, dental and life insurance, long-term disability, optional Aflac insurance and vision coverage, 403(b) retirement plan, professional development budget, vacation and sick time, personal days, and 15 paid holidays.
This specific role includes a STUDIO unit and is based in Inglewood, CA.
Physical Requirements:
Job frequently requires sitting for extended periods of time entering data into a computer and handling objects with hands. Job occasionally requires standing, walking, reaching, talking, driving, hearing, and lifting up to 25 pounds. Occasionally ascends/descends stairs, moves inside and outside the office, apartments, buildings, etc. Required to have visual acuity to perform the following tasks: operate a motor vehicle, view a computer terminal, see information in print and/or electronically, reading, and writing.
