Description:

Responsible for overseeing the Bank's interest rate risk and balance sheet structure through advanced asset-liability management (ALM) practices. This role leads the development and execution of ALM strategies, including interest rate risk modeling, scenario and sensitivity analysis, conducting thorough assessments, and collaborating with various departments to ensure compliance with policy and regulatory requirements. The position collaborates cross-functionally within the Treasury Department to ensure alignment with regulatory expectations and internal risk appetite, while supporting the Bank's long-term financial sustainability. Reporting directly to the Assistant Treasurer, this role plays a critical part in shaping the Bank's ALM framework, optimizing risk-adjusted returns, and ensuring a resilient balance sheet under varying market conditions.

Responsibilities:

  • Maintain and enhance the ALM model that supports NII and EVE sensitivity, and key underlying assumptions.
  • Continuously monitor market conditions and identify trends that may impact the bank's interest-rate-risk profile and liquidity positions or portfolio performance.
  • Ensure compliance with all regulatory and internal risk management guidelines, including liquidity risk and interest rate risk.
  • Develop and supplement current risk management practices to ensure portfolio objectives are aligned with the bank's broader short- and long-term strategies, including its target balance sheet size and composition.
  • Prepare and present regular reports to Treasury Department senior management and ALCO, highlighting Net Interest Income (NII) and Economic Value of Equity (EVE) model results, and performance.
  • Utilize advanced financial modeling and analysis to support balance sheet strategies.
  • Assist with counterparties, brokers, and external investment managers to monitor and report portfolio and hedging transactions efficiently with respect to interest rate risk hedging.
  • Perform support for scenario analysis and stress testing on the ALM Model to assess potential risks and identify areas for improvement.
  • Work closely with Treasury Department senior leadership to align strategies with the bank's broader financial goals.
  • Provide leadership, mentorship, and guidance to team members as needed.
  • Collaborate with other departments to ensure seamless cross-functional operations, aligned objectives and achievement of desired financial goals.
  • Assist in developing and implementing treasury policies and procedures related to interest rate risk and liquidity risk management.
  • Perform the job in accordance with applicable industry laws and regulations as well as the policies and procedures established by the company.
  • Responsible for upholding Fair and Responsible Banking practices and Code of Ethics and Conduct guidelines.
  • Understand and participate in the Bank's Community Reinvestment Act program.
  • Perform other duties as assigned.

Education / Experience Preferred:

  • Bachelor's degree in accounting, Finance, or Economics, or related degree required.
  • Minimum of 5 or more years in Treasury or related areas within the banking industry, or quantitative analytics required.
  • Direct knowledge of Asset Liability Management (ALM) strategies and processes.
  • Additional industry recognized certification(s), preferred.
  • Experience with ZMDesk, Moody's OALM model preferred.
  • Must have excellent verbal and written communication skills.
  • Must have advanced data management skills.
  • Must possess the ability to interpret and communicate complex financial data.
  • Must have the ability to run the financial forecast modeling, analytics, and forecasting skills.
  • Must be flexible with duties performed.
  • Must have knowledge of regulatory requirements.
  • Must be able to work with all levels of employees and outside vendors, etc.
