Job description

Responsible for leading project management teams and processes for major water and wastewater infrastructure projects including project and program management, scheduling, forecasting project costs, and budgeting.  Develops policies and procedures used to plan, manage, and mitigate project risks.  Oversees the project management staff and various contract personnel.  Assigns, schedules, coordinates, and directs personnel in the various project management functions relating to the planning, review, and execution of major projects.  Responsible for setting department goals and metrics, reviewing employee work performance and efficiency, and ensuring adherence to all department policies and procedures.  Reviews overall project performance, costs, and schedules to ensure that desired productivity and service levels are achieved, and that work is completed in accordance with established policies, regulations, and operating procedures. Consistently meets project requirements for reliability, efficiency, cost, schedule, and customer satisfaction.  Facilitates project coordination with other city and state agencies and directs appropriate JEA resources in the completion of work.  

DUTIES & RESPONSIBILITIES 
    Responsible for the project management processes for the delivery of water and wastewater infrastructure capital projects including projects performed in conjunction with city or state agencies 
    Develops and implements department processes and procedures to support project management activities relating to large capital project execution and to support executive decision-making regrading budget, funding, cash-flow, debt management, risk, and bond issuance
    Develops and implements strategies to improve capital project delivery including forecasting, spend, schedule, efficiency, and safety
    Performs regular quality checks of project and intra-department related work performed by others and provides feedback to JEA management and contractor/JEA resources as needed.  Includes defect identification and resolution not limited by work group within JEA
    Interacts with JEA executives, management, outside agencies, and contractors to meet corporate and team goals and performance metrics
    Performs detailed and executive level project analysis/reporting
    Develops and monitors key performance indicators (KPIs) for the project management team
    Plans, organizes, trains, coaches, directs, and evaluates the performance of assigned staff, establishing performance requirements and personal development targets aligned with the JEA Scorecard and Strategic Initiatives, monitoring performance, and providing direction for performance improvement and development.
    Identifies training gaps for project management staff; coordinates training opportunities
    Coaches, develops, and mentors project management team
    Participates in the development of team goals and objectives; develops tactical plans to achieve success and manages the tracking of progress and execution.
    Assists the Director, Project Engineering & Construction to ensure water and wastewater capital projects are executed efficiently  
    Reviews project and employee work performance to ensure that desired productivity and service levels are achieved and that work is completed in accordance with established policies, regulations, and operating procedures
    Participates in reviews to identify areas of savings in the use of contracting method, personnel, materials, contracting approaches, etc.
    Works with others to make decisions about the details of complex work activities and how the details affect the overall project success
    Reviews and monitors vendor contracts to ensure delivery of services in accordance with contract specifications and requirements
    Manages contracts with outside contractors and consultants; directs work activities including owner advisor services, supplemental/augmented workforce, program management, and contracted project management services as needed
    Solves complicated problems and disputes related to ongoing project management, design, or construction activities
    Stays abreast of and complies with local, state, and federal legal requirements by studying existing and new legislation.
    Participates in JEA's strategic planning processes.
    Develops, manages, and administers budgets for assigned area.
    Provides leadership in meeting JEA's safety goals
    Performs other job-related work as assigned

Education and Experience:  
Bachelor's degree in engineering or related field AND minimum of ten (10) years related work experience in project management in an electric, water, or wastewater utility including at least five (5) years of direct management experience.  Experience in project management or construction management required.
OR 
A minimum of fourteen (14) years of work experience in project management in an electric, water, or wastewater utility including at least five (5) years of direct management experience.  Experience in project management or construction management required.
License/certifications/registrations: A valid driver's license is required prior to appointment and must be maintained during employment in this classification.  PMP Certification or Registration as a Professional Engineer in the State of Florida preferred but not required.

The minimum salary for this position is $136,400 annually. Compensation will be determined based on education, licenses, certifications, skills, experience, and alignment with salaries for similar roles within the organization.
