Job description

Wisper ISP is a high-speed internet provider headquartered in Mascoutah, Illinois, with regional offices across Missouri. We deliver reliable service throughout Southern Illinois, Southern Indiana, Missouri, Arkansas, Oklahoma, and Kansas, and take pride in providing excellent customer service, quality installations, and trusted connectivity.

We are seeking a Network Construction Project Manager to oversee fiber construction projects from handoff through closeout. In this role, you will ensure projects are delivered on scope, on schedule, and within budget while keeping complex, multi-phase builds aligned across the board.

Key responsibilities include managing project plans and resources, monitoring cost and timeline performance, identifying and mitigating critical-path risks, and maintaining accountability across internal teams and contractors. You will also own project level financial performance (P&L), ensure compliance with construction standards, safety, permitting, and regulatory requirements, and provide clear, executive-ready reporting.

This position offers a competitive salary range of $70,000 to $90,000 annually, along with a comprehensive benefits package including medical, dental, and vision insurance, 401(k), life insurance, health savings account, paid time off, short- and long-term disability, and much more. To excel in this role, candidates should have a bachelor's degree or equivalent experience and 3-5 years of telecommunications project management, construction, or operations experience, along with strong experience managing project schedules, budgets, and multi-phase construction delivery. A solid understanding of fiber network architecture and OSP construction methods is essential, as well as proficiency in Microsoft Office tools like Excel and Power BI and the ability to independently manage timelines and deliverables.

Knowledge and Skills Required

  • Bachelor's degree or equivalent experience
  • 3-5+ years of experience in telecommunications project management, construction, or operations
  • Demonstrated experience managing project schedules, budgets, and multi-phase construction projects
  • Strong understanding of fiber network architecture and OSP construction methods, including aerial and underground deployment, splicing, testing, permitting, make-ready, and network activation.
  • Proficiency in Microsoft Office applications, including Excel and Power BI
  • Ability to work independently while effectively managing timelines and deliverables
  • Authorized to work in the United States without sponsorship and able to pass a background check, MVR, and drug screening
