Kitsap Mental Health Services (KMHS) is seeking a Risk Manager to lead agency‑wide risk prevention and response efforts. In this role, you will identify and address risks affecting client and staff safety, as well as daily operations. You will work closely with clinical, operational, and compliance teams to strengthen systems and support regulatory readiness. Primary Responsibilities:

Risk Identification, Assessment, and Mitigation

  • Proactively identify, assess, and prioritize risks affecting clinical, operational, and administrative areas.
  • Conduct and oversee investigations of client complaints, near-misses, and safety incidents, ensuring thorough documentation and corrective action.
  • Work with clinical and administrative teams to perform root cause analyses and develop improvement plans to prevent recurrence.
  • Collaborate with leadership and staff to develop and implement risk mitigation strategies across all levels of the organization.
  • Monitor emerging trends, laws, and regulations impacting behavioral health and mental health services.
  • Develop and maintain agency Risk Assessment and Risk Register

Policy, Compliance, and Regulatory Management

  • Develop, implement, and maintain comprehensive risk management policies, ensuring alignment with federal, state, and local regulations (e.g., HIPAA, CARF, CMS, DSHS, OSHA).
  • Interpret and apply regulatory requirements to agency operations, programs, and services.
  • Prepare for and support external audits, inspections, and surveys, ensuring organizational readiness and effective corrective action planning.
  • Collaborate with internal teams to ensure documentation, reporting, and recordkeeping meet all compliance and accreditation standards.

Incident Response and Liability

  • Serve as the primary contact for internal and external stakeholders on risk management and safety matters.
  • Manage liability and insurance claims, coordinating communication with insurers, attorneys, and regulatory agencies.
  • Maintain records and data on incidents and claims, identify trends, and recommend system-level improvements.
  • Ensure timely and accurate reporting to leadership and regulatory bodies.

Emergency Preparedness

  • Lead the development, implementation, and ongoing improvement of the organization’s emergency preparedness, disaster recovery, and business continuity plans.
  • Collaborate with Facilities, IS, and Communications teams to maintain effective emergency communication and response systems.
  • Coordinate with city and county emergency management authorities to strengthen community partnerships and response capabilities.

Education and Culture of Safety

  • Design, deliver, and evaluate training programs related to risk prevention, compliance, and safety for staff and leadership.
  • Lead the agency’s safety committee, ensuring active engagement and continuous improvement initiatives.
  • Promote an organizational culture of transparency, accountability, and learning through education, coaching, and open communication.
  • Serve as a subject matter expert on best practices in risk management, compliance, and safety leadership.

Collaborate with the Director of Facilities to identify and mitigate safety hazards and risks.

Data Analysis and Reporting

  • Collect, analyze, and interpret data on risk indicators, incident trends, and safety performance.
  • Develop and maintain dashboards and regular reports for executive leadership, committees, and governing bodies.
  • Use data insights to inform strategic decisions, strengthen compliance efforts, and guide quality improvement initiatives.

Minimum Qualifications:

EDUCATION: Bachelor’s degree in Risk Management, Safety Management, Occupational Health and Safety, Environmental Safety, Industrial Hygiene, Healthcare Administration, or a related field.

EXPERIENCE/SKILLS: At least three (3) years of progressively responsible experience in risk management, compliance, or quality assurance, preferably within healthcare, behavioral health, or a similar regulated industry

Preferred Qualifications:

EDUCATION: Master’s degree in Risk Management, Healthcare Administration, Public Health, Business Administration, or a related field.

EXPERIENCE/SKILLS: Five (5) years of advanced-level experience in healthcare or behavioral health risk management, compliance, or quality improvement.

LICENSES/CREDENTIALS: Professional certification in Risk Management, Patient Safety, or Compliance (e.g., CPHRM, CPPS, CHC, or equivalent).

Performance Requirements:

KNOWLEDGE:

  • Federal, state, and accreditation standards related to healthcare risk management, safety, and compliance.
  • Best practices in emergency preparedness, crisis response, and business continuity planning.
  • Principles of data analysis, incident reporting, and root cause analysis

SKILLS:

  • Exceptional analytical, investigative, and critical-thinking abilities.
  • Strong communication and presentation skills, with the ability to translate complex information clearly.
  • Demonstrated diplomacy and collaboration in working across interdisciplinary teams.
  • Proficiency in risk management software, data reporting systems, and documentation tools.

ABILITIES:

  • Demonstrated ability to:
    • Interpret local, state, and federal legislation, regulations, policies, and rules governing environmental, health, and safety issues.
    • Develop clear and concise policies to assist the Agency in meeting obligations and objectives
    • Maintain confidentiality.

Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.

Work Environment: Office, other worksites.

Mental/Physical Requirements:  While performing the job duties, the employee is required to walk, sit, use hands and fingers reach with arms, talk, and listen. Frequent mobility and/or sitting required for extended periods. Visual acuity to observe work sites, read written materials, blueprints, plans, schematics and observe work in progress and moving objects is required.
