Job description

Position Summary
Flux Resources is seeking a Quality Control Manager to join one of our clients in in Richmond, Virginia. The Quality Control Manager (QCM) is a senior leadership role responsible for overseeing and executing a comprehensive Quality Control Program (QCP) across multiple government projects. This position manages and mentors Senior QC Associates and QC Associates, ensures consistent application of quality standards, and serves as the primary QC authority for government work. This is a Direct-Hire role paying $140K+.
The Quality Control Manager is accountable for program level quality performance, compliance with federal requirements, and alignment between Site Operations teams, clients, and government representatives. While hands-on execution may occur as needed, the primary focus is people leadership, program oversight, and continuous improvement of the QC function.
Key Responsibilities
Program Leadership & Oversight
  • Own and oversee execution of the Quality Control Program (QCP) for government projects
  • Ensure consistent QC standards are applied across multiple projects and locations
  • Provide leadership, direction, and support to Senior QC Associates and QC Associates
  • Review and approve site-specific QC Programs prior to submission
  • Act as the escalation point for quality issues, non-conformance, and client concerns

Team Management
  • Manage, mentor, and evaluate Senior QC Associates and QC Associates
  • Assign QC resources across projects based on complexity, risk, and workload
  • Provide guidance on inspections, documentation standards, and issue resolution
  • Ensure QC staff are aligned with project expectations and government requirements

Planning & Execution
  • Participate in the Planning Phase of the QCP with Site Operations teams
  • Ensure development of Features of Work (FOW) tied to project schedules
  • Oversee execution of the four phases of control (Planning, Preparatory, Initial, and Inspections)
  • Review preparatory and initial meeting agendas and inspection templates
  • Ensure inspections are properly conducted and documented

Compliance & Documentation
  • Ensure all QC documentation, reports, and test results are complete and audit ready
  • Oversee third-party inspections and testing programs
  • Track deficiencies, non-conformance issues, and corrective actions through resolution
  • Ensure safe work practices are incorporated throughout the QCP
  • Maintain compliance with federal contract requirements and quality standards

Client & Internal Coordination
  • Serve as the primary QC liaison with government clients and their representatives
  • Provide QC status updates to internal leadership and Site Operations teams
  • Attend progress meetings and client meetings as required
  • Coordinate QC support for startup, commissioning, and closeout activities
  • Partner with Project Managers and Superintendents to align QC deliverables

Reporting & Continuous Improvement
  • Review weekly QC reports submitted by Senior QC Associates
  • Identify trends, risks, and opportunities for improvement across projects
  • Support continuous improvement of government QC processes and standards

Qualifications
  • Active USACE Construction Quality Management for Contractors (CQMC) certification
  • (or inactive certification that can be refreshed within 3 months of hire)
  • OSHA-30 certification (or within 3 months of hire)
  • Extensive experience developing and executing site specific QC Programs
  • Strong working knowledge of the four phases of control
  • Proficiency with Procore and/or Cx Alloy for QC documentation
  • Adequate knowledge of CSA and MEP disciplines
  • Strong understanding of building codes, NFPA-70E, and the NEC
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Excellent written, verbal, and organizational skills
  • Strong document control and reporting capabilities
  • Demonstrated ability to lead QC teams across multiple projects
