Job description

Butterfly Staffing is seeking an experienced Quality Control (QC) Manager to support federal construction projects in Norfolk, VA. This role oversees the full QC program, including the three phases of control, submittal management, testing oversight, and daily CQCM reporting for roofing, exterior envelope, and renovation work on government facilities.

Key Responsibilities

  • Lead and manage the Contractor Quality Control (CQC) program.

  • Conduct and document the three phases of control (Preparatory, Initial, Follow-Up).

  • Review submittals, shop drawings, testing plans, and QC documentation.

  • Ensure compliance with EM 385-1-1, project specifications, and safety requirements.

  • Coordinate with project managers, superintendents, subcontractors, and government representatives.

  • Prepare daily CQC Reports, QC meeting minutes, and testing documentation.

  • Support punch-out, pre-final, and final inspections.

  • Maintain as-built drawings and QC binders.

Preferred Qualifications

  • 10+ years combined experience as a superintendent, inspector, QC Manager, PM, or construction manager on similar federal or commercial projects.

  • Strong knowledge of EM 385-1-1, hazard identification, and safety compliance.

  • Experience with roofing, waterproofing, exterior envelope, or renovation work.

  • Prior experience on VA, USACE, NAVFAC, DoD or other federal projects.

  • Ability to read and interpret plans, specifications, and sequencing.

  • Strong communication and documentation skills.

Required Certification

  • Construction Quality Management for Contractors (CQM-C) – must be current.

Preferred Certifications

  • OSHA 30

  • CPR / First Aid
