Title: Water Distribution Operations Supervisor, Daily Operations

Location: Cedar Knolls, NJ (On-site)

Status: Full Time (40 Hours), Non-Exempt

Salary: $85,000 – $95,000

Job Description Scope:

This Operation Supervisor position applies industry best practices to oversee field staff, coordinate daily work assignments, and support the maintenance activities, managing leak detection and utility markout programs, administering service contracts, maintaining inventory and records, and ensuring compliance with SMCMUA policies and procedures.

This position also supports staff training, develops workflows and standard operating procedures, prepares operation reports, and assists with budgeting and contract oversight. The operational oversight, and participation in emergency response activities, including availability to work outside normal business when required.  

This position performs work under the direction of the New Jersey Department of Environmental Protection (NJDEP) Level 4 Public Water Distribution and Treatment Licensed Operators of Record (LOR).

Key Responsibilities:

1.      Applies extensive Operations Water Utility best practices, while developing and implementing workflows, procedures, SOPs, and streamlined operations, as the lead for daily operations. Responsibilities include but are not limited to:

2.      Staff scheduling and daily assignments.

3.      Main, hydrant, valve, and meter maintenance, repair, and installations.

4.      Leak detection.

5.      Utility markout program.

6.      Conduct staff training on associated inspection and related procedures.

7.      Establish accountability metrics and techniques.

8.      Demonstrates comprehension, satisfactory compliance, and enforcement of SMCMUA policies, procedures, practices, and processes.

9.      Administers daily support, troubleshooting, preventative maintenance, and installation of transmission and distribution system operations. 

10.  Supervises staff in repair and preventative maintenance type activities and administrative functions.

11.  Acquires intermediate-level applied knowledge and develops skills in the repair and preventative maintenance of transmission and distribution system assets (mains, valves, hydrants, meters, etc.).

12.  Responsible for the development and implementation of training materials, SOPs, tracking documents, and accountability reports.

13.  Administers service contracts such as those used for main, hydrant, and valve repair and installation, leak detection service contracts, etc.; including contract administration, budget tracking, scheduling of work, and invoice approval.

14.  Responsible for the planning, coordinating, proper execution, and supervision of main break repairs.

15.  Maintains and orders inventory for transmission and distribution system assets such as pipes, hydrants, valves, meters, testing equipment, etc. including the production of purchase requisitions, tracking expenditures on purchase orders, contract management, etc.

16.  Maintains accurate and organized records.

17.  Applies the use of information technology and equipment for troubleshooting and problem resolution.

18.  Exercises intermediate-level judgment on details of work and in application of standard methods for conventional work.

19.  Receives direction on unusual or difficult problems, and general review of all aspects of work.

20.  Performs administrative tasks associated with the production of Division reports, compliance reports, records management, etc.

21.  Participates in a key position on the Incident Command System Organizational Structure on an as-required basis following SMCMUA’s responses to various types of incidents and acting in accordance with SMCMUA’s All Hazards Incident Response Program. 

22.  Effectively responds to incidents and exhibits the capability of working outside of normal business hours.

23.  Performs related and other duties, as assigned.

Qualifications:

EDUCATION & EXPERIENCE

·         US-accredited high school diploma or equivalent. Higher level degree or certification, or approved equivalent experience, in an approved field of study such as that obtained from a vocational or trade school, the US military, construction or other industrial fields, engineering technology, management, etc.

  • Seven (7) or more years in the operation, maintenance, and repair of public water systems, or approved experience in a related field; including two (2) or more years in a supervisory capacity, preferred.
  • Demonstrate fundamental skill sets in Microsoft Office Excel and Word applications. 

LICENSES & CERTIFICATIONS

  • Maintenance of a New Jersey Basic Driver’s License.
  • New Jersey Department of Environmental Protection (NJDEP) Level 2 Public Water Distribution (W-2) license or demonstrated ability to obtain within an approved time period.

SKILLS & COMPETENCIES

·         Demonstrated proficiency in leadership and supervision. Must be proactive, strategic, and detail-oriented with demonstrated ability to utilize strong interpersonal skills (e.g. tact, diplomacy, cooperation, negotiation, etc.) and perform at a high level of initiative, using good judgment and discretion.

·         Excellent comprehension, written and oral skills in English so that involved and complicated instructions and technical texts can be read, understood, produced, and communicated to staff.

·         The person serving in this position is expected to maintain up-to-date skill sets to remain current with the best available technologies.

·         Displays excellent organizational skills including the ability to plan effectively.

·         Demonstrated proficiency in:

    • Personal computing applications such as Microsoft Office, Esri applications, maintenance management applications (i.e., facilities, equipment, grounds, fleet, fuel, etc.), or related applications.
    • Reading distribution system piping engineering drawings.
    • Troubleshooting, isolation, and activation of transmission and distribution systems.

o   Ability to work harmoniously with co-workers, supervisors, managers, and the public.

o   Travel, including overnight and weekend stays, as needed to attend professional-related seminars, conferences, etc.  Travel may be local, regional, or within the Continental US.

WORK HOURS & LOCATION

This is an on-site position based at our SMCMUA Headquarters located 19 Saddle Road Knolls, NJ 07927. The schedule is Monday through Friday.
