Job description

Summary: The Import Manager is responsible for managing, analyzing and coordinating all U.S. imports while ensuring full compliance with all US and International regulatory standards.

Primary Accountabilities:

  • Ensure full organizational compliance with all applicable global trade regulations and requirements, including, but not limited to, 15 CFR, 19 CFR, and 22 CFR, applicable Free Trade Agreements (e.g., USMCA/NAFTA and the Agreement on Trade in Civil Aircraft), as well as Temporary Importations Under Bond (TIB),and in bond transactions, and ITAR exemptions.
  • Develop, deliver, and maintain communication, in-person training, and guidance across the organization on import compliance topics, including HTS classification, Incoterms, Temporary Importations Under Bond, duty drawback programs, and other Customs-related cost optimization opportunities.
  • Establish and maintain standardized and accurate Harmonized Tariff Schedule (HTS) classifications and duty rates across all company facilities to ensure consistency and regulatory compliance.
  • Oversee and manage the end-to-end import process, including supplier engagement, documentation review, customs entry, clearance, delivery, and timely closure of Temporary Importation Under Bond programs.
  • Administer and manage tariff refund and duty recovery processes, ensuring tracking, accurate submissions and timely follow-up with relevant authorities or brokers.
  • Develop and implement import strategies that align with organizational objectives, mitigate risk, and enhance overall supply chain and customer efficiency.
  • Monitor, interpret, and ensure adherence to all applicable import laws and regulatory changes, maintaining current knowledge of trade regulations, ITAR, tariff developments, and compliance requirements.
  • Manage and maintain ACE (Automated Commercial Environment) importer accounts for all U.S. company sites, ensuring data integrity and compliance with CBP requirements.
  • Establish and maintain strategic relationships with Customs brokers, freight forwarders, and relevant government agencies to support efficient import operations and issue resolution, including approval of duty, post-entry corrections.
  • Analyze import-related data and key performance indicators (KPIs) to identify trends, risks, and opportunities for operational improvement and cost savings.
  • Conduct quarterly ACE audits and annual (or more frequent, as required) site-level compliance audits to verify adherence to regulatory and internal requirements.

Requirements:

  • Education: Bachelor's degree in Business, Supply Chain Management, Logistics or related field.
  • Experience:  10+ years of progressive experience including at least 5 years dealing with Supply Chain/Logistics, HTS classification, import/Customs clearance of significant scope and complexity within similar operating environment, ACE reports.
  • Experience and familiarity with terminology and processes in Defense, Aerospace and/or Gas Turbine Component manufacturing is highly desired.
  • Demonstrated track record of delivering measurable results in global supply chain and logistics performance, including the execution of programs that enhance operational efficiency, compliance, and cost optimization.
  • Strong knowledge of the global import regulatory environment, including U.S. Customs regulations (19 CFR, 22 CFR) and the Harmonized Tariff Schedule (HTS), with practical experience applying regulatory requirements in a business setting.
  • Excellent communication and presentation skills, with the ability to convey complex regulatory and operational concepts in a clear, concise, and compelling manner to diverse stakeholder groups.
  • Advanced proficiency in Microsoft Office applications, including Excel and PowerPoint, with the ability to analyze data, develop reports, and support decision-making processes.
  • Ability and willingness to travel to Chromalloy sites – approximately 25% travel.
