Land Development Manager - Civil Construction Land Development Manager - Civil Construction
Position Overview
We are seeking a Land Development Manager with strong civil construction and siteworks expertise to lead design-build and site development projects from pre-construction through closeout. The successful candidate will manage multi-disciplinary teams, manage budgets and schedules, coordinate underground utilities and roadway work, and ensure compliance with DOT and local regulations. This role requires hands-on construction knowledge, strong client and contractor management skills, and experience using construction management platforms such as Procore.
Key Responsibilities
  • Lead planning, estimating and execution of land development and civil construction projects with an emphasis on siteworks, earthworks and site infrastructure.
  • Manage project budgets, schedules and resources; monitor cost performance and implement corrective actions to meet financial and timeline targets.
  • Oversee installation and coordination of underground utilities including sewer, water, stormwater (rain) systems, pipelines and related civil infrastructure.
  • Provide technical direction for roadway, highway and DOT-regulated projects including coordination of permits, inspections and compliance requirements.
  • Serve as primary client and stakeholder contact; coordinate with engineers, surveyors, contractors, municipalities and utility providers to resolve design and construction issues.
  • Implement and enforce construction quality control, safety programs and environmental best practices on-site.
  • Use Procore (or similar construction management software) to manage documentation, submittals, RFIs, change orders and project reporting.
  • Conduct site visits and construction supervision to verify workmanship, progress and compliance with plans and specifications.
  • Mentor and develop project teams, subcontractors and field staff to improve performance and promote a collaborative project environment.
Qualifications
  • Bachelors degree in Civil Engineering, Construction Management or related field (or equivalent experience).
  • Minimum 7+ years of progressive experience in civil construction and land development with demonstrated siteworks leadership on medium to large projects.
  • Proven experience with underground utilities (sewer, pipeline, water), stormwater management and roadway/highway construction; DOT project familiarity preferred.
  • Strong knowledge of land development processes including permitting, grading, drainage design and utility coordination.
  • Hands-on experience with construction management platforms (Procore preferred) for document control, scheduling and cost tracking.
  • Excellent contract and construction administration skills including managing change orders, submittals and contractor performance.
  • Demonstrated ability to manage multiple projects, budgets and schedules while maintaining high quality and safety standards.
  • Professional certifications preferred (PE, CCM) or relevant licenses; OSHA and safety certifications a plus.
  • Valid drivers license and willingness to travel to job sites regularly.
  • Preferred: familiarity with Land Development (Land Devlopment), civil/siteworks terminology and prior experience on DOT/highway and roadway projects.
