Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Web Development Technician to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). This is a contingent-on-award position under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.
The Web Development Technician designs, develops, and maintains web-based training and information management applications in direct support of USSTRATCOM's joint individual and mission training programs. The selected candidate will leverage a broad web development and database skill set to enhance training delivery infrastructure and information management capabilities across the J7 directorate.
This is a contingent-on-award position. Employment is subject to contract award by the Government. Candidates selected will be notified of their contingent status and kept informed of award progress.

Requirements
Key Responsibilities
Design, develop, and maintain web-based applications, training portals, and information management systems in support of USSTRATCOM J7 individual and collective training programs.
Develop and maintain relational databases supporting training data management, learner records, course scheduling, and performance tracking.
Build and update web content and e-learning modules using HTML, CSS, JavaScript, .Net, Java, and related frameworks; ensure compatibility across SIPR and JWICS environments.
Develop interactive training content and multimedia e-learning modules using Adobe Captivate, Adobe Creative Suite, and related authoring tools.
Design and maintain Microsoft SharePoint sites for exercise and training information management, including SIPR and JWICS SharePoint environments supporting major exercises (GLOBAL THUNDER, GLOBAL LIGHTNING).
Collaborate with training program managers, SMEs, and government stakeholders to gather requirements and translate them into functional web and database solutions.
Perform database administration tasks including maintenance, troubleshooting, performance optimization, and configuration management.
Apply version control practices and document web development and database projects for knowledge transfer and continuity.
Support the integration of AI and automation tools into training delivery and information management workflows.
Maintain currency with emerging web development technologies and tools as directed by the Government.
Required Qualifications
Minimum 6 years of experience working with databases.
Minimum 6 years of web development experience using HTML, CSS, .Net, Java, JavaScript, Microsoft SharePoint, Adobe Creative Suite, Adobe Captivate, and/or other web development tools.
Active Top Secret/SCI security clearance with eligibility for NC2/ESI and Special Access Program (SAP) accesses, obtainable within 30 days of task order award.
Preferred Qualifications
Direct experience supporting USSTRATCOM J7 or other CCMD training information systems.
Experience building SIPR and JWICS SharePoint sites for joint exercises.
Familiarity with JKO (Joint Knowledge Online) LMS administration.
Experience with MAVEN Smart Systems or similar defense analytics platforms.
Experience with AI/LLM tools applied to training content development.
Familiarity with Section 508 accessibility compliance for web-based training content.
Security Clearance Requirements
This position requires access to classified material supporting national security programs. All contractor personnel must be U.S. citizens and maintain an active Top Secret security clearance with SCI eligibility. NC2/ESI and Special Access Program (SAP) access eligibility must be obtainable within 30 days of task order award. All personnel must comply with program security requirements outlined in the task order DD254.
