Procurement/Subcontracts Manager
Location: Natick, MA
Job Type: Full-Time
Busek is seeking a Procurement/Subcontracts Manager to oversee the procurement and subcontract management activities across our aerospace programs. This mid-level position is ideal for someone with 10+ years of experience in managing procurement and subcontract administration within an aerospace or manufacturing environment. This is a highly visible, strategic position that will drive the procurement and subcontractor performance to impact the organization’s bottom line and improve our competitive advantage.   The successful candidate will be a key liaison between Busek and its suppliers and subcontractors, ensuring contract requirements, technical milestones, and program goals are met.
Key Responsibilities:
  • Lead the Global Procurement transformation while developing and implementing short and long term procurement strategies designed to reduce costs, improve supplier relationships, improve quality and service while meeting corporate goals and objectives.
  • Act as the primary point of contact between Busek and suppliers/subcontractors.
  • Manage a team of Buyer/Planners in the execution of material planning and purchasing.
  • Manage relationships with key suppliers.
  • Develop specifications, statements of work (SOWs), terms and conditions, and negotiate requirements and scope for all subcontractors and primary suppliers.
  • Initiate and manage subcontracts throughout the full lifecycle, from the bidding phase through contract completion.
  • Collect and manage Requests for Proposal (RFPs) for Busek programs.
  • Track and report progress on subcontractor milestones, consulting regularly with program management, operations, engineering, and senior leadership.
  • Identify, assess, and mitigate risks across all procurement activities; communicate impacts to cost and schedule with program management.
  • Ensure supplier and subcontractor deliverables meet Busek's technical, schedule, and cost requirements.
  • Focus on key and strategic suppliers and subcontractors to improve supplier performance, reduce cost and receive consistent quality products and/or services
 
  • Establish clear and measurable goals that challenge the Procurement team to continuously improve; use financial and quantitative data to manage; direct and develop material management process disciplines and management systems necessary to achieve objectives
 
  • Support supplier evaluations and participate in make/buy decisions.
  • Maintain compliance with applicable FAR/DFARS, ITAR, and other regulatory requirements.
Qualifications:
  • Bachelor's degree in Engineering, Supply Chain Management, or a related field; technical background required.
  • Minimum 10 years of procurement and subcontract management or supply chain experience in aerospace, defense, or manufacturing environments.
  • Demonstrated experience negotiating technical subcontracts and managing supplier performance.
  • Experience with implementation of SRM/SQM, P2P, and ERP systems is preferred. Experience partnering with R&D Engineering and in Procurement, Project Management, QA, Finance, Regulatory, IT, Engineering, Logistics, External Manufacturing, Legal, and Business Development is a plus.
 
  • Strong understanding of contract terms, flowdowns, and compliance requirements.
  • Strong business and financial acumen with strong experience working with legal and contract documents is required.
  • Strong negotiations and influencing experience is required.
  • Ability to read and interpret technical specifications, drawings and statements of work.
  • Excellent communication, negotiation, and problem-solving skills.
  • Expertise with ERP systems (Epicor preferred) and Microsoft Office Suite.
  • Exceptional interpersonal and communication skills, work well in a team environment, able to work in diverse environments and adhere to highest ethical standards
 
  • Ability to travel up to 20%

Preferred Qualifications:
  • Experience supporting government contracts and working with FAR/DFARS requirements.
  • Background in engineering or technical program management.
  • Experience working in a small to mid-sized manufacturing company environment.
