Responsibilities
Overview:
This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State, Consular Affairs (CA), supporting 40,000 users across 230 overseas posts, 36 domestic passport agencies, and multiple data centers.
The Engineering Manager shall be responsible for the oversight of engineering initiatives and the 24/7/365 EOC, supporting physical and virtual hosting environments for all CA systems domestically and internationally.
The Engineering Manager shall be responsible for coordinating enterprise engineering and operational activities, including infrastructure planning support, resilient architecture implementation, enterprise monitoring strategy execution, and coordination of Tier II and Tier III incident management.
The Engineering Manager shall ensure effective use of enterprise monitoring tools (e.g., Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix or equivalent) to provide comprehensive visibility, alerting, and dashboarding across on premises and cloud environments.
Responsibilities:
  • Responsible for the day-to-day E&I operations in the CA EOC.
  • Responsible for the training, staffing, and operational efficiency of the EIM Team.
  • Collaborate with Engineers, Project and Product Managers to implement functionality.
  • Ability to meet deadlines and satisfy requirements from other Engineers and Project Management.
  • Engineering and design services shall cover physical and virtual Windows and UNIX/Linux Server platforms, as well as Infrastructure-as-a-Service (IaaS) platforms, Platform-as-a-Service (PaaS) offerings, SW-defined infrastructure as cloud service transition within CA.
  • Plays a critical role in the strategic planning of the infrastructure and building a resilient architecture.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.
  • Communicate effectively and efficiently across all CA stakeholders including the business, technical teams, and leaders.
  • Take technical ownership of tasks and successfully work independently.
  • Performs related duties as assigned.

Qualifications
The Engineering Manager shall work closely with infrastructure, applications, and engineering teams to ensure operational stability and service continuity.
It is required that the Engineering Manager has the following qualifications:
  • At least five years of experience managing or leading enterprise engineering teams, operations centers (EOC/ Network Operations Center (NOC)), or integrated engineering-operations functions in environments of similar size, scope, and complexity. (This role manages up to 35 FTEs and a 40K userbase of 50 CONUS and 230 OCONUS locations.)
  • At least five years of experience managing enterprise monitoring, observability, or operations center functions, including triage and coordination of Tier II and Tier III incidents.
  • At least five years of experience managing enterprise monitoring tools or platforms (e.g., Splunk, AppDynamics, Oracle Enterprise Manager, Zabbix, or equivalent).
  • At least five years of experience supporting or managing technical and process changes in complex infrastructure or enterprise IT environments.
  • Possesses a current TS clearance.

It is desired that the Engineering Manager has the following qualifications:
  • At least three years of experience managing or supporting enterprise cloud migration, modernization, or infrastructure transformation initiatives.
  • At least three years of experience leading multiple concurrent engineering or operations projects in a production environment.
  • At least three years of experience introducing improvements in service delivery, monitoring, automation, or operational efficiency in enterprise IT environments.
  • Possesses an ITIL Intermediate or higher certification (or equivalent ITSM advanced certification).
  • PMI Project Management Professional certification.

Work Environment:
  • May require occasional travel between work centers or to client sites.
  • Some after-hours or on-call support may be necessary.
  • On-site work in a secure government or contractor facility.
  • Must be able to work in a high-security environment and comply with all relevant security protocols.
