We are looking for a very experienced COBOL Mainframe Developer with Application Architecture knowledge to join our Application Managed Services team. In this role, you will collaborate directly with a state agency to maintain and enhance its online Unemployment software and modernize its Disability Insurance software.

The ideal candidate will have a strong background in mainframe technologies and experience in designing, developing and maintaining COBOL applications integrating with front-end server-based applications. Experience in collaborating with state agencies on software projects is preferred, as well as prior experience with projects focusing on mainframe application modernization. This role will involve analyzing requirements, analyzing inter-application dependencies, architectural design of solutions, and implementing code while ensuring optimal performance and reliability.

Job Description

As a COBOL Mainframe Application Developer, you will work directly with the Department of Labor client personnel as a consultant to support development on their existing Unemployment and Disability Insurance software system. You will create and use programming specs to build assigned components, ensuring these components are properly documented, unit tested, and ready for integration. You will fix defects found during pre- and post-production and provide work estimates for development tasks. You will analyze the dependencies between mainframe applications, design and implement remediations for mainframe applications being sunset.

Primary Responsibilities:

  • Analyze architectural requirements and advise client on design

  • Analyze interdependence between mainframe applications

  • Analyze, design, develop, test and deploy code on a mainframe platform (z/OS) based upon user specifications.

  • Analyze user requirements and translate them into technical specifications and programming solutions.

  • Provide technical assistance in solving software problems.

  • Create and maintain comprehensive documentation for all development processes, including specifications, design, and user guides.

  • Assist in training and mentoring junior developers, sharing knowledge and best practices in mainframe development.

  • Ensure proper change management for all requested changes, fixes and enhancements to production applications.

  • 24 X 7 on-call support rotation is required.

  • Night and weekend Production/QA Support.

  • Expertise in Job Control Language (JCL).

  • Experience in mainframe technologies, including IMS DB, CA7, DB2/SQL, JCL, MQ, VSAM, CICS, TSO, FTP.

  • Production Support experience including break-fix support and permanent fixes in production.

  • Development lifecycle experience, from Developing to System Test to UAT to Production.

  • Familiarity with software development methodologies (Agile, Waterfall).

Preferred Skills and Experience:

  • InterTest, Expediter debug tools, ServiceNow, Librarian source management, AWS Transform, GitHub Copilot, public sector experience.

  • CA7 - extensive experience required working with scheduler.

The compensation range for the position in the U.S. is -
$115,080 to $218,520 based on a full-time schedule.

Your actual compensation may vary depending on your geography, job-related skills and experience. For part time roles, the compensation will be adjusted appropriately. The pay or salary range will not be below any applicable state, city or local minimum wage requirement.

There is a different applicable compensation range for the following work locations:

California (San Francisco Bay Area): $138,120 to $262,320

California (All Other): $126,600 to $240,480

Colorado:$115,080 to $218,520

Massachusetts: $115,080 to $240,480

New York City:$138,120 to $262,320

Washington:$126,600 to $240,480

Washington DC: $126,600 to $240,480

This position will be eligible for Kyndryl's discretionary annual bonus program, based on performance and subject to the terms of Kyndryl's applicable plans. You may also receive a comprehensive benefits package which includes medical and dental coverage, disability, retirement benefits, paid leave, and paid time off. Note: If this is a sales commission eligible role, you will be eligible to participate in a sales commission plan in lieu of the annual discretionary bonus program.
