Job Description – Senior Business Analyst (Level 2)

Client: Texas Workforce Commission (TWC)
Role: Systems Analyst – Level 2
Work Location: Austin, TX (Hybrid)

Visa : H1B/H4EAD/USC/GC

 Scope of Services / Responsibilities

The Systems Analyst (Level 2) will support the IT Project Management Office, primarily assisting with Unemployment Insurance (UI) initiatives.

Primary Responsibilities

Lead and participate in analysis, design, and implementation of UI projects.

Manage one or more projects concurrently to ensure successful delivery.

Evaluate current and future system capabilities; recommend enhancements.

Participate in JAD (Joint Application Design) sessions to gather business requirements.

Document software/system requirements and business processes.

Support implementations and upgrades on low-code platforms.

Perform system configuration activities.

Develop test artifacts and test plans; support UAT.

Track defects and coordinate resolutions with development teams.

Conduct research into solution alternatives.

Create training documentation for multiple projects.

Support resolution of production issues through detailed technical analysis.

Assist in enforcing technology standards.

Diagnose issues and produce specifications for enhancements and corrections.

Other related duties to support team operations.

Minimum Qualifications

Candidates who do not meet or exceed requirements will not be considered.

Required Experience (7+ years each):

Gathering and analysing business requirements; developing software specifications

Documenting detailed requirements for IT solutions

DB2 table design

Mainframe programming: Natural, COBOL

Documentation: RTM, SDD, SRS, User Stories, Use Cases, DFDs, UI designs

Stakeholder management; facilitating productive business/technical meetings

Developing test plans and complex test scenarios

Executing testing; UAT coordination

Logging, analysing, and tracking defects

Writing and executing SQL for validation

Experience with Java applications

Workflow documentation using Visio

Software development lifecycle methodologies

Strong written and verbal communication
