PROLIM Global Corporation (www.prolim.com) is hiring a Mainframe Developer Programmer Analyst 3 for a leading Government Client.
Job Title: Mainframe Developer Programmer Analyst 3
Location: Remote - 101 E. 15th Street, Austin, Texas 78778
(Position may require team members to come into the office. There may be unscheduled requests with seventy-two (72) hour notice based on business needs.)
Duration: Contract - Expected to start as soon as possible and continue through August 31, 2027, or completion of approximately 1,344 total hours. Contract includes an initial two (2) year term with three (3) optional one (1) year renewals.

Summary
We are seeking an experienced Mainframe Developer Programmer Analyst 3 to support enterprise legacy system modernization and application development initiatives. The ideal candidate will have extensive experience developing, enhancing, and maintaining large-scale mainframe applications using COBOL, Natural, JCL, and DB2 technologies.
The candidate will support all phases of the Software Development Life Cycle (SDLC), including requirements analysis, application design, development, testing, troubleshooting, documentation, and production support. This role will focus on integrating standardized data exchange processes into existing mainframe environments, modifying legacy applications, supporting batch processing workflows, and ensuring reliable system performance.
Candidates should have strong analytical skills, experience working with complex legacy systems, and the ability to troubleshoot and optimize highly customized mainframe applications.
Key Responsibilities
• Perform advanced mainframe application development and maintenance activities.
• Develop, enhance, test, and debug COBOL, Natural, and JCL applications within enterprise mainframe environments.
• Analyze business and technical requirements and translate them into effective system solutions.
• Modify and optimize DB2 tables, schemas, and relational database structures.
• Support integration of external data exchange streams into existing mainframe processing architectures.
• Analyze and modify CICS/Map environments, runtime routines, and batch processing jobs.
• Develop and support web service integrations using SOAP, REST, XML, and JSON technologies.
• Perform application testing using data-driven development approaches.
• Troubleshoot complex software, database, and system-related issues.
• Conduct impact analysis and gap analysis on undocumented or highly customized legacy code.
• Create and maintain technical documentation, specifications, and test cases.
• Support system enhancements throughout the complete Software Development Life Cycle (SDLC).
• Ensure compliance with programming standards, security requirements, and project objectives.
• Support secure authentication and authorization implementations using enterprise frameworks.
• Perform additional duties as assigned to support project initiatives.
Required Skills & Qualifications
• 8+ years of experience developing, testing, and debugging COBOL, Natural, and JCL applications in large-scale mainframe environments.
• 8+ years of experience working with DB2 tables, schemas, relational databases, and data integration.
• 8+ years of experience with mainframe batch processing, scripting, CICS/Map environments, and runtime routines.
• 8+ years of experience with Web API development including SOAP, REST, XML, and JSON integrations.
• 8+ years of experience integrating external web-service data streams into legacy mainframe applications.
• 8+ years of experience analyzing and modifying legacy application workflows and batch processing routines.
• Strong knowledge of Software Development Life Cycle (SDLC) methodologies and application development practices.
• Strong ability to test, debug, troubleshoot, and implement enterprise software applications.
• Experience analyzing complex legacy code and performing impact analysis.
• Experience with secure authentication and authorization technologies including LDAP, SAML, or OIDC.
• Strong problem-solving skills with experience supporting production systems and enterprise applications.
Preferred Qualifications
• Experience implementing or maintaining NASWA SIDES (State Information Data Exchange System) exchanges.
• Experience supporting Additional Fact-Finding (ADF), Determinations and Decisions (DD), Monetary/Potential Charges (MPC), and Benefit Charges (BC) workflows.
• Experience with SDLC and project tools such as Visio and ALM Octane.
• Experience working with state or federal government systems.
• Experience handling and securing sensitive Personally Identifiable Information (PII).
