Job description

Duties/Responsibilities:
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education.  This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Facilitates the hiring of qualified job applicants for open positions, including posting jobs on job boards; collaborates with departmental managers to understand skills and competencies required for openings.
  • Performs routine tasks required to administer and execute human resources programs.
  • Handles employment-related inquiries from applicants, employees, and supervisors.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Administer Employee benefit plans.  Manages computerized benefit records: creates, updates, and inactivates files for payroll, which includes both employer and employee. Maintains a working comprehension of COBRA, HIPPA, healthcare portability and privacy regulations, IRS Tax Code, and other relevant benefit laws.  Coordinate enrollment, termination, and changes to the health care plan.
  • In coordination with the Director of Human Resources, communicates and provides assistance to employees regarding policies and procedures, answering employee inquiries about HR policies, programs, etc. and refers or escalates to the appropriate person.
  • Prepare, distribute and present benefit information for on-boarding, orientations, and during open enrollment. Provide new and terminating employees with benefit information. Conduct exit interviews.
  • Processing and maintaining all workers' compensation claims and FMLA and leave request.
  • Track and monitor employee leaves. Oversees vacation and sick leave accrual.  Communicates discrepancy in attendance records with and prepares a communication to the employee and supervisor noting corrections.
  • Maintains accurate and up-to-date employee benefit files, records and documentation.  Files documents into appropriate employee and benefit files.
  • Completes requests for data (i.e., non-discrimination testing, benefit survey information, etc.).
  • Coordinates and cross-trains with payroll, by processing the entire payroll, filling-in during scheduled absence from the University.
  • Performs other duties as assigned.
Required Skills/Abilities: 
  • Ability to comprehend complex information in order to create queries, prepares reports, correspondence, benefit enrollment, coordinate information both manually and on the computer.
  • Ability to organize and maintain manual and computerized filing systems
  • Attention to detail for accurately preparing and maintaining accurate reports and reviewing the general ledger.
  • Ability to concentrate because most of the duties involve calculations, proofreading, and review of benefit plan descriptions.
  • Ability to deal with stressful situations in a calm manner in order to communicate effectively employee benefits, defuse disputes, and other related employment issues.
  • Ability to maintain confidential information, such as employment, compensation and benefits, counseling, events, conversations, and bills.
  • Ability to understand instructions for interpreting policies, benefit plans, employment laws, survey instructions, and developing computer procedures.
  • Good memory skills for recalling dates, people, events, and records in order to retrieve information for reports and files.
  • Ability to have a professional and neat appearance.
  • Good math skills for managing health care spreadsheets, bills, surveys, and reports.
  • Ability to set goals, prioritize and organize job tasks and workload in order to meet deadlines, ability to complete work in a timely manner and communicate progress routinely with the Director of Human Resources.
  • Interpersonal skills for assisting faculty, staff, students, applicants and other visitors, and insurance vendors.
  • Ability to use a PC and mainframe, a modem and software such as payroll, Windows, Microsoft Office (specifically Word, Excel, and Outlook) for preparing and processing payroll, queries, downloading computerized information, surveys, bills, and other types of correspondence.
  • Ability to accurately prepare and process payroll information, keying and editing data.
  • Ability to operate commonly used office equipment such as a copy machine, fax, phone, etc.
  • Knowledge of and experience working within the regulations of the laws relevant to benefits and payroll administration, for example, HIPAA, Workers Compensation, FMLA, FICA, etc.
  • Ability to communicate effectively in writing and verbally with a wide variety of constituents.
Education and Experience:

Bachelor's degree in business administration, human resources, or related field, and a minimum of 5 years of

experience in human resources position, or an equivalent combination of experience, education, and training.

PHR or SPHR certification preferred.  Specific experience in policies and procedures, recruitment and

placement, benefits administration, training and customer service desired.  Experience in a higher education

environment is preferred. 

Physical Requirements: 

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to sit and use hands/finger movements required for fine manipulation or keyboarding.  The employee is occasionally required to stand, walk, and climb or balance.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision.  The employee must occasionally travel to meetings and conferences off campus, which may include some overnight travel.
