Definition Under the general direction and supervision of the director of assessing, the appraisal systems analyst performs research-oriented, mass-appraisal work in the valuation of property involving the development of statistical models with computer assistance

Minimum Qualifications Bachelor's Degree in Economics, Finance or Statistics. OR Associates Degree and 5 years' experience working as a real estate appraiser in a fee appraisal or governmental assessing office; candidate should have a good working knowledge of real estate sales, financing programs, building construction components, and appraisal techniques are preferred. OR 10 years' experience of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and be able to handle and resolve problems.

Experience in real estate sales/financing, building construction or as a construction cost estimator may be considered. Candidate needs to have and maintain a minimum level I certification with the AAAO or have transferrable coursework to obtain certification within 2 years of hire. Current level 1 certification requirements through the AAAO are: Course 151 USPAP, 2 years of appraisal experience (no less than 12 months as a mass appraiser) and IAAO Course 101 Fundamentals of Real Property Appraisal (or similar) or 3 correspondence courses.

The requirement also requires an additional 80 points. Candidate needs to have and maintain a minimum level III certification with the AAAO within 6 years of hire. The candidate is required to have or obtain a valid Alaska driver's license.

Essential Functions Develops, sets up and maintains computer costs and operational tables for real property appraisals. Completes physical inspections of sold properties and other inspections as assigned. Investigates real property appraisal problems including through physical assessments and, when indicated, coordinates solution of problems with the director of assessing, administrative manager, information systems staff and software vendor.

Prepares documentation for the real property appraisers and Board of Equalization (BOE) in support of value calculations and conclusions in the form of sales or summary reports. Prepares a pre-Board of Equalization (BOE) information and training packet and assists the Assessor in presentation of this packet to the BOE. Maintains computer operational tables related to real property assuring proper allocation to appropriate economic or geographic neighborhoods.

Implements and maintains tables, charts, neighborhood location codes and builds models and maintains rates for real property valuations with cooperation and feedback from field appraisal staff. Attends and actively participates in applicable meetings and available course studies (as budgets allow) regarding the real and personal property appraisal process and available software upgrades and changes. Assists appraisers and system users in navigation of the various tabs, screens and applications within the appraisal software when needed.

Maintains and updates the Appraiser Field Manual and instructs appraisers regarding any changes in procedures. Coordinates changes with the administrative manager, appraisal manager and Assessor when applicable. Develops and maintains a Database Dictionary describing different functions within the software, and how those functions relate to value where applicable.

Tests new software versions for functionality. Documents any problems found and pursues the proper course of action for correction with the administrative manager, the MIS department, software, or all. Attends all BOE hearings, answering any questions that may arise as to how values are arrived at with regard to residential properties.

Assists appraisers in explaining to the public how residential values are arrived at. Assists Commercial and Land appraisers in setting up, maintaining, and troubleshooting the modeling functions related to their duties as required. Other Functions: 1.

Physical Demands While performing the duties of this job, the employee is frequently required to communicate orally and to use hands and fingers dexterously to operate office equipment; and regularly required to sit, stand, walk, and reach with hands and arms and walking for prolonged periods on uneven icy terrain. This position requires the ability to access non-road accessible land within the Kenai Peninsula Borough during all weather conditions using four wheeler, ATV, snow machine, snowshoes, small aircraft, etc.
